The construction and use of cesspools or other apparatus for the disposal of sewage within the village, other than by connection with the village sewer system, is prohibited except upon a written permit of the Board of Trustees, signed by the Mayor and countersigned by the Clerk. Said permit shall not be issued until plans and specifications for the cesspool or other apparatus for the disposal of sewage to be constructed or used as aforesaid have been filed in the office of the Village Clerk and approved by both the Plumbing Inspector and the Director of Public Works.

The Board of Trustees may at any time revoke a permit granted in accordance herewith, upon recommendation of the Plumbing Inspector or the Director of Public Works, by reason of any unsanitary or unhealthful condition existing or created by the use of such cesspool or other apparatus for the disposal of sewage, or by reason of the construction of village sewage facilities capable of serving the property in question.
