A. 
A Bureau of Fire Prevention is hereby established, which shall be operated under the supervision of the Chief of the Fire Department, who shall act at the pleasure of the Board of Trustees as Chief of the Bureau of Fire Prevention.
B. 
The members of said Bureau shall consist of the Chief of the Fire Department, the Captain of the headquarters company of the Fire Department and the Superintendent of the Building Department.
C. 
The Board of Trustees may, on recommendation of the Bureau of Fire Prevention, from time to time, appoint such inspectors of the Bureau of Fire Prevention as it may deem necessary. The members of such Bureau and such inspectors are hereinafter referred to as the "officers" of such Bureau.
It shall be the duty of the officers of the Bureau of Fire Prevention to enforce all laws and ordinances covering the following:
A. 
The prevention of fires.
B. 
The storage and use of explosives and flammables.
C. 
The installation and maintenance of automatic and other private fire alarm systems and of fire-extinguishing equipment.
D. 
The maintenance and regulation of fire escapes.
E. 
The means and adequacy of exits in case of fire from factories, schools, hotels, lodging houses, hospitals, churches, halls, theaters and all other places in which numbers of persons work, live or congregate from time to time for any purpose.
An officer of the Bureau of Fire Prevention shall investigate the cause, origin and circumstances of every fire occurring in the village by which property has been destroyed or damaged and, so far as possible, shall determine whether the fire is the result of carelessness or design. Such officer shall take charge immediately of any physical evidence necessary to his investigation. If the fire is of suspicious or undetermined origin, immediate notification shall be given to the Nassau County Fire Marshal.
The officers of the Bureau of Fire Prevention shall also have such other powers and perform such other duties as are set forth in other provisions of this chapter and as may be conferred and imposed from time to time by law or by the Board of Trustees.
The officers of the Bureau of Fire Prevention may, at all reasonable hours, enter any building or premises for the purpose of making any inspection or investigation which, under the provisions of this chapter, may be deemed necessary to be made.
The officers of the Bureau of Fire Prevention shall inspect, as often as may be necessary but not less than twice a year, all hazardous manufacturing processes, storages or installations of gases, chemicals, oils, explosives and flammable materials, all interior fire alarm and automatic sprinkler systems and such other hazards as the Chief of the Bureau may designate, and shall make such orders as may be necessary to make the aforesaid things or any of them comply with recognized standards and practices for the prevention of fire.
It shall be the duty of the officers of the Bureau of Fire Prevention to inspect or cause to be inspected, as often as may be necessary but not less than once a year, all buildings and premises, except the interiors of private dwellings and buildings accessory thereto, for the purpose of ascertaining and causing to be corrected any conditions liable to cause fire, or for any violations of the provisions and intent of this chapter, and to issue such orders as may be necessary to make the aforesaid buildings and premises or any of them comply with recognized standards and practices for the prevention of fire.
Whenever any officer of the Bureau of Fire Prevention shall find in any building or upon any premises combustible or explosive matter or dangerous accumulations of rubbish or unnecessary accumulations of wastepaper, boxes, shavings or any highly flammable material, any of which is so situated as to endanger property, or shall find obstructions to or on fire escapes, stairs, passageways, doors or windows, liable to interfere with the operations of the Fire Department or egress of occupants in case of fire, he shall order the same to be removed or remedied.
Whenever any officer of the Bureau of Fire Prevention shall find any building or other structure which, for want of repairs, lack of sufficient fire escapes, automatic or other fire alarm apparatus or fire extinguishing equipment, or by reason of age or dilapidated condition, or from any other cause, is especially liable to fire and which is so situated as to endanger other property or the occupants thereof, and whenever such officer shall find in any building combustible or explosive matter or flammable conditions dangerous to the safety of such building or the occupants thereof, he shall order such dangerous conditions or materials to be removed or to be remedied in accordance with recognized standards and practices for the prevention of fire.
No person, persons, firm or corporation in possession of or having control of any building or premises in the Village of Garden City shall permit or allow therein or thereon any fire hazard or any installation, construction, equipment, matter or thing which, by reason of not being installed, constructed or maintained according to recognized standards and practices for the prevention of fire, creates or produces a danger to persons or property from fire.

The owner, occupant or person in charge of or managing any building or premises shall forthwith, after notice from an officer of the Bureau of Fire Prevention so to do, correct any condition in or on such building or premises so that the premises, building, processes or materials shall be in such condition as to comply with required codes, standards and practices for the prevention of fire.

The failure or neglect of any person responsible hereunder to comply with any order of an officer of the Bureau of Fire Prevention made pursuant to the provisions of this chapter shall be deemed to be a violation of this chapter.
