The provisions of § 23 of the Town Law and § 3 of the Public Officers Law or any other provisions of law requiring a person to be a resident of the political subdivision or municipal corporation of the state for which he or she shall be chosen, or within which his official functions are required to be exercised, shall not prevent a person duly licensed as an engineer in the State of New York from holding office of the Town Engineer of the Town of Hyde Park, if such person resides in the County of Dutchess where the Town of Hyde Park is located.
The Town Engineer shall be compensated by a fixed salary.
