It shall be unlawful for any person, business or entity except those hereinafter enumerated, to park or be allowed to stand any motor vehicle, bus, truck, trailer or any other obstruction in the parking lot of the Town Hall of the Town of Hyde Park located north of the Town Hall between Route 9 and West Market Street, including the access driveways thereto located on the west side of Route 9, the south side of West Market Street, and the north side of Main Street, adjacent to the Town Hall, Town of Hyde Park, County of Dutchess and State of New York.
A. 
No parking of any vehicle will be permitted in the Town Hall parking lot or its entrances and exits between the hours of 4:00 a.m. and 6:00 a.m. without a parking permit.
B. 
Parking permits will be made available on a first-come-first-served basis for designated and marked parking stalls in the portion of the Town Hall parking lot adjacent to the West Market Street entrance. The number and location of parking stalls to be set aside for such permits and the permit fee will be set by the Town Board from time to time by resolution. In the event of a snowstorm requiring plowing of the parking lot, the holder of a parking permit will be responsible for removing his or her vehicle temporarily to allow for plowing.
C. 
The Town Hall parking lot may not to be used at any time for the maintenance or repair of any vehicle.
D. 
Any parking designation "For Town Hall Business Only" shall be used only for Town Hall business and shall be subject to the same penalties and enforcement as for other offenses.
Any person, business or entity standing or parking or allowing to stand or park, except those enumerated in § 80-4. any motor vehicle, bus, trailer or any other obstruction. occupied or unoccupied. will be guilty of a violation of this chapter and shall be subject to a fine of $50 for a first offense and $100 for a second and subsequent offenses in violation thereof. Any person. business or entity who parks or stands or allows to park or stand any motor vehicle, bus, trailer, equipment or any other obstruction on said Town Hall parking lot, for a period of 12 hours or more, or which obstructs the removal of snow from the parking lot or driveways thereto, shall be subject to having said motor vehicle, bus, trailer or any other obstruction removed and impounded at the owner's expense in accordance with the provisions of § 80-3 of the Town Code.
It shall be unlawful for any person. business or entity, except those enumerated in § 80-4 to park or stand or allow to park or stand any motor vehicle, bus. truck. trailer, equipment or any other material or obstruction on any other Town-owned property which has been posted with "No Parking" signs. Any person. business or entity parking or standing or allowing to park or stand any motor vehicle, bus, truck, trailer, equipment or any other obstruction, occupied or unoccupied, on said Town property, except those enumerated in § 80-4, shall be guilty of a violation of this chapter and shall be subject to a fine of $50 for a first offense, $100 for a second and subsequent offenses in violation thereof. Any person, business or entity parking or standing or allowing to park or stand any said motor vehicle, bus. trailer, equipment or any other obstruction on said Town property shall be subject to having said motor vehicle, bus, truck, trailer, equipment or any other obstruction removed and impounded at the owner's expense by the Town of Hyde Park, the Town of Hyde Park Police Department, or any towing business or entity under contract with the Town of Hyde Park for towing services and the same shall not be released to said person, business or entity until payment by him, her or it of the cost, penalty and expense of removal and impounding, and until such person has signed a release releasing the Town, its agents, employees and contractors from any and all liability for the removal, impounding and damage to said motor vehicle, bus, truck, trailer, equipment or any other obstruction. The impoundment charge shall be set by the Town in its Fee Schedule and may be amended, from time to time, by resolution of the Town Board. However, in no event shall the impoundment charge be less than $100 per day.
This chapter shall not apply to employees, agents, contractors or officials of the Town of Hyde Park or to persons using the Town Hall of the Town of Hyde Park for official business or by permission of the Town or to persons using other Town property by permission of the Town for such periods of time as said use necessitates.
The enforcement of said chapter shall be administered by any police agency having the authority to issue a summons, and the same are hereby authorized to issue appropriate tickets and have removed and impound the motor vehicle, bus, truck, trailer or any other obstruction as necessary.
