It is the purpose of these specifications to establish minimum acceptable standards of construction for roads which are to be offered for dedication to the Town of Hyde Park and to provide similar minimum acceptable standards for construction and any associated activities which are to be conducted within rights-of-way owned by the Town or rights-of-way which are to be offered for dedication to the Town.
A. 
These specifications shall apply to the following cases:
(1) 
Case 1. All roads in the Town of Hyde Park which are Town roads on the effective date of these specifications.
(2) 
Case 2. All new roads for which plans are approved after the effective date of these specifications.
(3) 
Case 3. All roads for which plans were approved prior to the effective date of these specifications and which roads have not been formally dedicated to and accepted by the Town by the end of the regular meeting of the Town Board of July 1979.
(4) 
Case 4. Any and all persons, companies and corporations, public or private, which may require occupancy of any Town right-of-way in existence on the effective date of these specifications or of any right-of-way which is dedicated to and formally accepted by the Town thereafter.
B. 
In reference to Case 3 hereinabove, the previously approved plans shall become null and void, and the developer shall comply with these specifications as if the proposed road were as described in Case 2 hereinabove.
