A.
New construction. Any person desiring to construct
a driveway entrance onto a lot or parcel of land from an existing
Town road or a road which is to be dedicated to the Town shall obtain
a permit for the entrance prior to commencement of such construction.
The construction performed shall be in accordance with an entrance
permit which has been issued to the satisfaction of the Superintendent
of Highways.
B.
Reconstruction. Any person desiring to reconstruct
a driveway entrance onto a lot or parcel of land from an existing
Town road or road which is to be dedicated to the Town shall obtain
a permit for the reconstruction of the entrance prior to commencement
of such reconstruction. The reconstruction performed shall be in accordance
with an entrance permit which has been issued to the satisfaction
of the Superintendent of Highways.
C.
Fee. The fee for each driveway permit for new construction
or reconstruction shall be the fee set by resolution of the Town Board.

A.
Curb cuts.
(1)
Curb cuts for driveway entrances shall be made in accordance with Figure 13 in cases where concrete or asphalt concrete curbs must be traversed.
(2)
In subdivisions where roads are approved under these
Town road specifications, driveway entrances shall be formed at the
time of curb construction.
B.
Ditch crossings. Where driveway entrances involve ditch crossings (see typical details for Type I local roads and major and through roads), the configuration of the driveway entrances shall be similar to that shown in Figure 13,[1] and the ditch shall be replaced with piping of adequate
size and strength to accept the flows and vehicle loadings anticipated.
The piping shall extend a minimum of 15 feet to either side of the
center line of the proposed entrance.

C.
Grades. All driveways with a grade of 3% or greater
will be paved with blacktop as required by the Town Superintendent
of Highways or the Town Engineer, but in no instance shall the grade
of any proposed driveway exceed 15%.
D.
Design.

A separate driveway shall be required for each lot;
provided, however, that in a hardship situation, the Planning Board,
by super majority, may allow for the use of said driveway by multiple
adjacent property owners.

The minimum pavement or gravel width for driveways
shall be 10 feet. The minimum overhead clearance shall be 13.5 feet.
(3)
Driveway grades shall not exceed a gradient of 4%
within 30 feet of the roadway, then 15% overall. A grade of 4% shall
be maintained within 30 feet of the dwelling.
(4)
Driveways shall be designed to provide Fire Department
apparatus access to within a distance of 150 feet or less of the structure
it may be called upon to protect. No turn shall be of such a degree
as to prevent access of Fire Department apparatus.
E.
Construction.

(1)
All driveways in excess of 6% shall be paved the entire
length. All others shall be paved for the first 30 feet (apron) from
edge of pavement.
(2)
Drainage requirements will be considered on a case-by-case
basis as deemed necessary by the Town Superintendent of Highways or
Town Engineer. The Town Highway Department will supply the drainage
pipe for the driveway apron within the Town right-of-way if required
for drainage purposes.
(3)
Sight distance requirements will be up to the discretion
of the Superintendent of Highways.
(4)
For driveways constructed in wet areas, all unsuitable
material shall be excavated and replaced with suitable material.
