The administrative service of the municipality shall be under the Township Manager and be comprised of the following departments and heads thereof:

Such other departments and heads as may be created by amendments to this code.
All department heads shall be appointed, promoted, demoted, suspended or removed by the Township Manager, except as otherwise provided by law or the Charter, in accordance with the Human Resource Policy[1] and with approval of the Board. Prior to the demotion, suspension or removal of a department head, the Township Manager shall file written charges with the Board setting forth the reasons for the action. A copy of any written charges shall be supplied to the affected official. If requested within 10 days of the filing of charges, the charged official shall be entitled to a public hearing before the Board. Department heads shall be chosen solely on the basis of such executive, administrative and technical qualifications as are pertinent to the function, duties and operations of their respective departments and as are prescribed by law. For the purposes of interpreting the Charter, this chapter and the Human Resource Policy, the department heads are appointed officials.

Department heads, when directed by the Township Manager, shall:
A. 
Direct, personally and through subordinates, the performance of all functions, duties and operations assigned to and required of the department and its subordinate unit by law, the Charter or ordinance and such other activities as may be required by the Township Manager that are not in conflict with law, the Charter or ordinance.
B. 
Develop and prescribe the internal organization of the department and its subordinate units, subject to the approval of the Township Manager, and in accordance with applicable provisions of law, the Charter or ordinance.
C. 
Assign duties and responsibilities to subordinates within the department and modify those assignments consistent with and in response to the changing exigencies of service, subject to the approval of the Township Manager.
D. 
If so directed by the Township Manager, develop and prescribe, in written form, an administrative manual for the department, subject to the approval of the Township Manager.
E. 
Prepare and submit departmental budget requests in accordance with schedules, forms and policies as prescribed by the Township Manager.
F. 
Prepare and submit at least monthly regular reports prescribed by the Township Manager.
G. 
Cooperate with and furnish to any department or units of the municipality any information, service, labor, material or equipment that may be necessary to perform a municipal function.
H. 
Be aware of and coordinate the activities of the department with appropriate area-wide, regional and intergovernmental programs; keep the Township Manager informed of the activities and policies of such programs as they affect the department or the municipality; and make analyses and recommendations regarding such activities and policies when appropriate.
I. 
Administer and evaluate intergovernmental contracts and agreements as these relate to departmental functions.
J. 
Develop and maintain internal administrative and budgetary controls and productivity and performance standards to assure maximum levels of quality and quantity of service within budgetary limitations.
K. 
Keep abreast of developments in administrative policies, management techniques and technological advances and make recommendations to the Township Manager concerning action by the Board or administrative regulations for the technologies deemed to be in the best interests of the department and municipality.
L. 
Keep abreast of all laws, municipal ordinances and administrative regulations relating to the functions of the department.
M. 
Serve as a member of any committee or provide staff services to any authority, board or commission to which the department head may be assigned by the Township Manager.
N. 
Develop personnel planning and employee development policies for the department, including the planning and execution of appropriate training and education programs.
O. 
Establish and enforce rules and regulations for the use of municipal facilities and services and issue such licenses and permits as may be required by ordinance.
P. 
Develop and recommend to the Township Manager rate structures for those services for which user fees are charged.
A. 
Function. The Department of Administration shall be responsible for performing staff functions for the Board and assisting departments and other units of the municipality in carrying out their duties.
B. 
Department head. The Department of Administration shall be headed by the Township Manager.
C. 
Duties. The duties of the Township Manager, as the head of the Department of Administration, shall be to:
(1) 
Develop a Human Resource Policy[1] for approval by the Board.

(2) 
Administer the personnel system of the municipality subject to the provisions of law, the Charter, the Human Resource Policy and policies established by the Board, including such matters as:
(a) 
Recruiting and selecting personnel for municipal employment as determined by the Human Resource Policy.
(b) 
Developing and maintaining the position classification and pay plans.
(c) 
Participating in and administering labor relations programs, including contract negotiations, contract administration and related programs.
(d) 
Developing and maintaining personnel rules and regulations.
(e) 
Assisting departments in developing and conducting employee training and development programs.
(f) 
Assisting departments in preparing personnel planning programs.
(g) 
Developing and maintaining records reflecting all aspects of municipal employees.
(3) 
Provide assistance in the development of operating budgets, long-term fiscal programs and related budgetary and administrative analysis, including:
(a) 
Developing a budget calendar, forms and procedures subject to the provisions of law, the Charter or ordinance.
(b) 
Participating in budget analysis and hearings relative to budget requests, budget amendments and budget allocations.
(c) 
Maintaining budget expenditure control during the course of the fiscal year and keeping the Board informed on the progress and development of plans, policies and programs as they relate to the budget.
(d) 
Reviewing, analyzing and making improvements in the administrative organization and procedures throughout the municipality.
(e) 
Assisting departments and other units of the municipality in the development of administrative manuals and in the solution of administrative and organizational problems.
(f) 
Performing such research and studies as the Board may direct.
(4) 
Be responsible for the administration of activities pertaining to the receipt, expenditure, accounting, investment, custody and control of municipal funds and assets, except to the extent that such activities are expressly charged by law, the Charter or ordinance to the Tax Collector or legal counsel. Such duties shall include such matters as:
(a) 
Maintaining a uniform accounting system in accordance with generally accepted principles of governmental accounting, which involves keeping a full and regular set of fiscal records, in detail by double entry, of all fiscal operations of the municipality; keeping a separate account for each item of appropriation made by the Board, showing the amount of the appropriation, any allotments of that appropriation, the amounts paid from it and the balance of the appropriation and any allotments thereof; keeping a current statement of indebtedness; and requesting all municipal departments, offices and agencies to report and remit all receipts as often as deemed desirable.
(b) 
Preauditing fiscal transactions of all municipal units in accordance with generally accepted principles of government auditing.
(c) 
Disbursing all payments for authorized expenditures, which must be done only with checks or drafts signed by the Township Manager or the Assistant Treasurer and a member of the Board. In the absence of the Township Manager and/or the Assistant Treasurer, additional members of the Board shall sign checks or drafts.
(d) 
Depositing moneys in depositories authorized by resolution.
(e) 
Providing for the prudent investment of moneys.
(f) 
Providing custody of fidelity bonds of officers and employees, except his or her own, which shall be in the custody of the Assistant Treasurer, and providing custody of all deeds, mortgages, contracts, judgments, notes, debts, securities, bonds, insurance policies and other forms of negotiable instruments owned by the municipality.
(g) 
Supervising the lease, rental, sale or other use or disposition of property no longer required by any municipal unit.
(5) 
Administer the purchasing system, subject to the provisions of law, the Charter or ordinance, including such matters as:
(a) 
Preparing and evaluating standards and specifications for materials, services and equipment.
(b) 
Purchasing materials, services and equipment for the municipality.
(c) 
Storing materials and equipment not delivered directly to the departments and other units of the municipality.
(d) 
Maintain an inventory control system for all real and personal property.
(e) 
Determining whether materials, services and equipment purchased meet specifications.
(f) 
Evaluating and managing all insurance contracts, including fidelity bonds, to ensure the lowest possible cost to the municipality.
(g) 
Negotiating total cost purchasing contracts covering initial purchase, maintenance and repurchase whenever possible to ensure the lowest possible cost to the municipality.
(6) 
Be responsible for the provision of engineering services to the municipality, by utilizing the services of the Township Engineer who is appointed by the Board.
(7) 
Be responsible for the provision of legal services to the municipality, by utilizing the services of the Township Solicitor who is appointed by the Board.
(8) 
Perform such other duties for the municipality as the Board may, from time to time, direct.
A. 
Function. The Assistant Township Manager shall assist the Township Manager in the operation of the Department of Administration.
B. 
Duties. The duties of the Assistant Township Manager shall be to:
(1) 
Assist the Township Manager in the performance of those duties set forth in § 2-21C of this Administrative Code.
(2) 
Serve as Assistant Secretary and Assistant Treasurer to the municipality.
(3) 
Serve as Acting Township Manager in the event of the absence or unavailability of the Township Manager, until such time as the Board shall officially appoint an Acting Township Manager.
(4) 
Perform such other duties for the municipality as the Board may, from time to time, direct.
A. 
Function. The Department of Code Enforcement/Planning shall be responsible to promote the health, safety and welfare of all present and future residents of the municipality through the enforcement of building, zoning and life safety codes.
B. 
Department head. The Department of Code Enforcement/Planning shall be headed by a Zoning Officer/Development Inspector who shall be responsible to the Township Manager for the performance of the functions of the Department.
C. 
Duties. The duties of the Zoning Officer/Development Inspector shall be to:
(1) 
Be responsible for the protection of persons and property within the municipality through:
(a) 
Enforcement of zoning, subdivision, building, electrical, plumbing, heating, housing, demolition and such other related structural and land use codes as may be enacted by law or ordinance.
(b) 
Issuance of such licenses and permits as may be required by law or ordinance.
(c) 
Serving as secretariat to the Zoning Hearing Board.
(d) 
Serving as secretariat to the Environmental Advisory Council.
(2) 
Prepare short- and long-range planning and community development programs for the municipality, including:
(a) 
Performing the various duties and exercising the several powers as prescribed by law, specifically the Pennsylvania Municipalities Planning Code,[1] such as conducting zoning studies, both initial preparation and periodic comprehensive revision of the regulations and map; preparing subdivision standards and regulations and conducting periodic reviews and suggesting revisions; conducting renewal studies and community renewal programs; identifying renewal areas; determining development standards; and recommending use changes.

(b) 
Preparing, reviewing and maintaining plans for human services, including health care, education, employment, recreation and other social services, and coordinating such plans with the plans for the physical and economic development of the municipality.
(c) 
Preparing, reviewing and maintaining the Comprehensive Plan of the municipality, including data collection, mapping and analysis.
(d) 
Serving as secretariat to the Planning Commission.
(3) 
Provide fire prevention and fire code enforcement in the municipality, utilizing the services of the Fire Marshal who is appointed by the Board and will serve as a liaison between the Zoning Officer/Development Inspector and the volunteer fire companies.
(4) 
Provide building inspection services in the municipality, utilizing the services of the Building Inspector who is appointed by the Board and will serve as a liaison between the Zoning Officer/Development Inspector and the Environmental Advisory Council.
(5) 
Perform such other duties for the municipality as the Township Manager may, from time to time, direct.
A. 
Function. The Department of Parks and Recreation shall be responsible for operating the parks of the municipality and developing, conducting and supervising recreation programs.
B. 
Department head. The Department of Parks and Recreation shall be headed by a Recreation Director who shall be responsible to the Township Manager for the performance of the functions of the Department.
C. 
Duties. The duties of the Recreation Director shall be to:
(1) 
Plan, develop, design and administer, in cooperation with other appropriate municipal departments, municipal parks and recreation facilities owned, acquired or designated by the municipality.
(2) 
Organize, equip, staff and conduct recreation programs for citizens of the municipality.
(3) 
Apply for alternate forms of funding for the overall needs of the municipality, such as grants, local fund-raising, donations and low-interest loans.
(4) 
Serve as secretariat to the Parks and Recreation Committee.
(5) 
Perform such other duties for the municipality as the Township Manager may, from time to time, direct.
A. 
Function. The Department of Public Works shall be responsible for the construction, operation and maintenance of those physical structures, facilities, land, parks and equipment that are owned and maintained by the municipality and to provide stormwater, transportation and similar operations and services.
B. 
Department head. The Department of Public Works shall be headed by a Director of Public Works who shall be responsible to the Township Manager for the performance of the functions of the department.
C. 
Duties. The duties of the Director of Public Works shall be to:
(1) 
Provide, construct and maintain the parks, streets, bridges, curbs and gutters of the municipality, including the provision of street cleaning, snow removal and ice control services.
(2) 
Provide, construct and maintain storm sewer structures, facilities and appurtenances.
(3) 
Provide, construct and maintain installation and maintenance of traffic control devices and directional signs and signals and street name signs.
(4) 
As appropriate, clear or plant and maintain trees and other vegetation along municipal rights-of-way and all other property of the municipality.
(5) 
Maintain and supervise custodial services for municipal buildings and facilities.
(6) 
Repair and maintain all municipal vehicles.
(7) 
Plan, develop, design and administer, in cooperation with other appropriate departments and agencies of other government, expansion and modification of facilities for which the Department is responsible.
(8) 
Perform such other duties as the Township Manager may, from time to time, direct.
