The office of Township Manager is hereby created for the Township
of Shaler.

The Board of Township Commissioners, by a majority vote of said
Board, shall appoint a suitable person for the office of Township
Manager, who shall serve until the first Monday of January of the
even-numbered year following said appointment and/or until his successor
has qualified; subject, however, to removal at any time by a majority
vote of the Commissioners of the Township of Shaler.
The Township Manager shall perform the following duties and
such other duties as may be, from time to time, delegated to him by
the Township Commissioners and subject to the supervision and control
of the proper committee of said Board of Commissioners having in charge
the respective matters to be done and performed by said Township Manager:
A.
The
Township Manager shall exercise supervision over the construction,
maintenance and repair of the sewer system of the Township and shall
supervise the keeping of the same in proper and sanitary condition.
B.
The
Township Manager shall exercise supervision over the public buildings
of the Township, shall arrange for the cleaning of the same as often
as may be reasonably necessary and shall provide that the same are
kept and maintained in proper repair and in clean and sanitary condition.[1]
C.
It
shall be the duty of the Township Manager from time to time to make
inspection of all public work of said Township for the purpose of
determining whether the same is being done in accordance with the
contract and plans and specifications relating thereto. The inspection is
to be in addition to the inspection furnished by the Township Engineer.
All violations disclosed by said inspection shall be reported by the
Township Manager promptly to the Chairman of the Streets, Highways
or Water Committee and the Township Engineer. Before work is started,
complete copies of contract, plans and specifications approved by
the proper committee must be furnished to the Township Manager.
D.
It
shall be the duty of the Township Manager to direct the care, custody
and repair of all tools, machinery and equipment belonging to the
Township and used by it in construction, repair and maintenance of
the highway, water and sewer system of said Township, and report to
the proper committee of the Commissioners the need of supplies, repairs
and additional equipment from time to time.
E.
It
shall be the duty of the Township Manager to purchase equipment and
supplies pursuant to action of the Board of Commissioners, and the
Township Manager shall also purchase the necessary minor supplies
and equipment required for the ordinary work of the Township.
F.
It
shall be the duty of the Township Manager to receive complaints, remonstrances,
requests for service and other such demands of citizens, to investigate
the same and to make report thereon to the Board of Commissioners
or to the proper committee thereof.
G.
The
Township Manager shall exercise supervision over the employees in
the various departments herein placed under his control. He shall
have authority, for cause and without pay, to suspend any employee
until the succeeding regular meeting of the Board of Township Commissioners,
at which time the Board of Township Commissioners, by a vote of not
fewer than five members, shall discharge or reinstate such employee.
He shall exercise general supervision in the repair and maintenance
of the streets and highways and water system of the Township, the
actual work upon which shall be under the direct supervision of the
Road Superintendent and the Water Superintendent, respectively, who
shall report to the Board of Commissioners through the Township Manager.

H.
The
duties of the Township Manager shall further consist of the general
management of all other business of the Township not especially given
by statute or by ordinance of the Township to other officers thereof,
and the Township Manager shall perform such further and additional
administrative work of the Township as from time to time may be directed
by the action of the Board of Commissioners.
I.
The
Township Manager shall exercise general supervision over such policemen
as from time to time may be employed by the Board of Township Commissioners,
which shall designate one of said policemen as the Chief of Police.
The Township Manager shall have full charge and control, subject to
such instructions as he may receive from the Board of Commissioners,
of the Chief of Police and the police force, and he shall direct the
time during which, the place where and the manner in which the Chief
of Police and the police force shall perform their duties. Said Township
Manager shall have authority, for cause and without pay, to suspend
any policeman until the succeeding regular meeting of the Board of
Township Commissioners, at which time the Board of Township Commissioners,
by a vote of not less than five members, may discharge or reinstate
such policeman, subject to police civil service ordinances.[2]

The Township Manager shall give bond to the Township with sureties
to be approved by the Board of Commissioners, in an amount stipulated
by the Township Commissioners, conditioned for the faithful performance
of the duties of his office.
