As used in this chapter, the following terms shall have the
meanings indicated:
The Chief of Police of the Township of Shaler.
Any sound truck, loudspeaker, sound amplifier or any instrument
of any character whatsoever which emits therefrom loud and raucous
noises.
Any parade, demonstration, ceremony, show, exhibition, pageant
or procession of any kind or any similar display or assembly in or
upon any street, park or other public place in the Township.
A permit as required by this chapter.
A person, firm or partnership, association, corporation,
company or organization of any kind.
The Township of Shaler.
No person shall engage in, participate in, aid, form or start
any parade or use a loudspeaker unless a permit shall have been obtained
from the Chief of Police, except that no permit shall be required
of funeral processions, students going to and from school classes
or participating in educational activities under the direction and
supervision of the proper school authorities, or a governmental agency
acting within its scope.
A person seeking issuance of a permit shall file an application
with the Chief of Police for a permit not less than five days and
not more than 30 days before the date on which it is proposed to conduct
a parade or use a loudspeaker, stating the character, object, time,
route of the parade or loudspeaker, and the names and addresses of
the persons having charge thereof. There shall be paid at the time
of filing an application for a parade permit a fee of $5.
The Chief of Police shall issue a permit as provided for hereunder
if the conduct of the parade or the use of the loudspeaker will not
substantially interfere with the safe and orderly movement of traffic
contiguous to its route and the movement of emergency fire or police
equipment or if it is not reasonably likely to cause injury to persons
or property or to provoke disorderly conduct or create a disturbance.
The Chief of Police shall act upon the application for a permit
within three days after the filing thereof.
If the Chief of Police disapproves the application, he shall
mail to the applicant, within three days after the date upon which
the application is filed, a notice of his action, stating the reasons
for his denial of the permit. Any person aggrieved shall have the
right, within three days after notice, to appeal the denial of a permit
to the Commissioners of the Township.

Any person, firm, corporation or group of individuals found
in violation of this chapter shall, upon conviction thereof before
any issuing authority, be subject to a fine of up to $600 and may
be sentenced to a period of incarceration not exceeding 90 days in
the Allegheny County Jail. Each incident in violation of the chapter
shall be considered a separate offense and may be punishable as such.
This penalty shall not preclude the Township from seeking further
relief in law or equity in a court of competent jurisdiction in this
commonwealth.
