The Board of Commissioners of the Township of Shaler may, from time to time, by resolution, designate certain streets and specified areas of private property in the Township as fire and police lanes, and no parking or stopping of motor vehicles shall be permitted thereon. The streets and areas so designated shall be marked with appropriate signs prohibiting the parking of motor vehicles thereon.

Any person, firm or corporation violating any regulation or restriction hereafter adopted by resolution pursuant hereto shall, upon conviction thereof in any summary proceeding before a Magisterial District Judge in the Township of Shaler, be sentenced to pay a fine of $10, together with costs of prosecution.

It is the intent, purpose and scope of this article to provide for the designation of fire lanes wherever it appears that parking congestion may create a hazard by impeding the free movement of firefighting equipment anywhere within the Township of Shaler on public or private property.

As used in the article, the following words shall have the meanings set forth below:
FIRE OFFICIALS
The duly appointed Fire Marshal and the Assistant Fire Marshal of the Township of Shaler for the enforcement and administration of this article.
TOWNSHIP
The Township of Shaler.
A.ย 
The fire official shall have the power, subject to the written approval of the Secretary, Manager and Chief of Police, to designate fire lanes anywhere within the Township on public or private property where he deems that parking congestion may create a hazard by impeding the free movement of firefighting equipment.
B.ย 
Such fire lanes shall be marked in such a fashion as to indicate their location and posted with "no-parking" signs.
C.ย 
Parking shall be prohibited within the designated fire lanes. No person, firm or corporation may place or cause to be placed any sign adjacent to such fire lane indicating a loading zone, pickup area, parking area or such other sign indicating parking or stopping is permitted in the fire lanes.
The Township Secretary shall prescribe and issue all forms necessary for the administration of this article. Both the Township police and fire official may enforce this article.

A.ย 
Any vehicle owner who parks or permits his vehicle to be parked within a designated fire zone will be prosecuted by the Township police or fire official. A fine of $25 shall be imposed and shall be collected by the Township by a ticketing procedure whereby the fine may be paid at the Township Municipal Building. If payment is made within 48 hours, the fine shall be $10. If the fine is not paid within 10 days, the police or the fire official shall further prosecute the violator before a Magisterial District Judge. If such prosecution is necessary, the violator shall pay a fine of $25, plus costs of prosecution, imposed by the Magisterial District Judge and, in default of payment, the violator may be sentenced to imprisonment in the Allegheny County Jail for not more that 30 days.
B.ย 
Any person, firm or corporation who places or causes to be placed any sign adjacent to such fire lane indicating a loading zone will be prosecuted by the police or fire official. A fine up to $1,000 shall be imposed for each violation, and each day shall constitute a separate offense.

A.ย 
Wherever the words "fire officials" are used in this article, they shall be held to mean the Fire Marshal and the Assistant Fire Marshal.
B.ย 
The Board of Commissioners shall appoint all fire officials in the Township of Shaler.
C.ย 
Fire officials shall be appointed for an indefinite term of office and shall serve at the will of the Board of Commissioners until removed and a successor appointed.
D.ย 
One fire official shall have a minimum of five years' experience as a volunteer fireman in the Township, and one fire official shall have a minimum of five years' experience as a law enforcement officer in the Township and shall have successfully completed arson investigation training.
E.ย 
The fire officials shall have the authority and the responsibility for the enforcement of all fire regulations in the Township.
