As used in this chapter, the following terms shall have the meanings indicated:
MOTOR VEHICLE
Every vehicle, as herein defined, which is self-propelled, except tractors, power shovels, road rollers, agricultural machinery and vehicles which move or are guided by a track or travel through the air.
OPERATOR
Every person who is in actual physical control of a motor vehicle.
From and after the effective date hereof, it shall be unlawful for any operator of any motor vehicle to participate in any physical endurance test, feats of skill or any race or speed contest with a motor vehicle in any public or private property within the limits of the Township, except as hereinafter provided.
Permits for physical endurance tests, feats of skill or racing motor vehicles may be issued to properly qualified individuals, firms or corporations by the Township Manager, in such form as may be prescribed by the Township Manager, upon receipt of such information and such bond as he may require, and provided that such endurance tests, feats of skill and racing motor vehicles shall be of such character and so located as, in the opinion of the Township Manager, after proper inspection, shall not be hazardous to property or endanger any person or persons; and provided, further, that the application for such permit be made at least 30 days in advance of the date of such endurance test, feat of skill or race of motor vehicles.
