It shall be unlawful for any person to remove, adjust or tamper with any authority water meter or a waterline under any circumstances, and only authorized employees of an authority may remove or adjust an authority water meter or a waterline.
It shall be unlawful for the occupant of any property served by any authority waterline or any water meter providing metered water service to the Township of Shaler, or for the owner of such property, to make use of the water from an authority after water service to the premises has been shut off by said authority; and no person who knows or has reason to know that such water service has been shut off to the premises may tamper with the water system, either done by himself or his agent, or avail himself of the benefits of the tampering with the water system after the date of service shutoff.
A. 
Any authority supplying water service to customers in the Township of Shaler is authorized to reserve a sufficient supply of water at all times to provide for fires and other emergencies.
B. 
Any authority supplying water service to customers in the Township of Shaler is authorized to shut the water off from the premises of any person using water who has neglected or refused to make application for the installation of a meter.
C. 
It shall be unlawful and no person shall sell water to any person or furnish it by gift, grant or otherwise to any person or persons owning or occupying premises not served by the authority or from which the water at any time has been turned off.
D. 
Any authority supplying water service to customers in the Township of Shaler is authorized to discontinue water service at any time on account of leaks, unpaid bills, furnishing water to other persons or premises or properties, fraud or abuse, and it shall not be turned on again until all rules and regulations shall have been complied with and all penalties, fees and fines shall have been paid.
E. 
Any authority supplying water service to customers in the Township of Shaler is authorized to reserve the right to limit, curtail or forbid the use of water for sprinkling or other purposes when the condition of the water supply renders it necessary to do so. Notice of such contemplated action or requirement on the part of the authority shall be given beforehand by advertisement in a newspaper circulated within the limits of said authority when time permits and, in the alternative, by broadcast over a radio and/or television station.
F. 
It shall be unlawful and no person or persons other than the Fire Department shall use the water from the hydrants or any fireplug without permission from the authority.
Any person, individual, partnership, association or corporation who shall violate this article, upon summary conviction before a Magisterial District Judge, shall be sentenced to pay a fine or penalty of not more than $1,000 and may be subject to imprisonment for a term not exceeding 90 days for each offense. The continuance of any violation of this article for each period of 24 hours after notice of the same by the Township shall be deemed a separate and distinct offense for each twenty-four-hour period. Nothing contained herein shall be deemed to preclude the Township of Shaler or the authority supplying water to such customer to seek other relief or avail itself of any remedy that may be at law or in equity to prevent continuing violation of the terms of this chapter or to restrain or abate such violation.
