Pursuant to N.J.S.A. 40A:9-136 et seq., there is hereby created the position of Township Administrator.

The Township Administrator shall be appointed by the majority vote of the Township Committee. The term of office of the Municipal Administrator shall be at the pleasure of the governing body. The compensation of the Township Administrator shall be fixed in accordance with the applicable Salary Ordinance.

The Township Administrator may be removed by a two-thirds vote of the Township Committee, the resolution of removal ordinarily to become effective three months after its adoption. The Township Committee may provide, however, that the resolution shall have immediate effect, provided that there shall be paid to the Administrator forthwith any unpaid balance of his salary and his salary for the next three calendar months following the adoption of the resolution.

The Township Administrator shall not engage in any organized political campaigns within the Township.

The Township Administrator shall become a resident of the Township within a reasonable period after his appointment and shall remain a resident of the Township while so employed; provided, however, that the residency requirements of this subsection may be waived by the Township Committee when found to be in the best interest of the Township.

The Township Administrator shall be chosen on the basis of his executive and administrative abilities and qualifications with special regard to education, training and previous experience.

The Township Administrator shall, under the supervision and control of the Township Committee, perform such duties as may be requested from time to time other than those required by law to be exercised by the Township Committee itself or by another officer, or body, and to the extent not prohibited by law. Such duties and responsibilities shall include, but not be limited to, coordination of operations, activities and administration of the departments, divisions, offices, boards and agencies of the Township government; exchanging and disseminating information and generally advising and consulting with the Township Committee without infringing upon the lawful powers and duties of other officers, boards and departments. In addition, the Administrator shall have the following specific duties and responsibilities:
a. 
Serve as chief administrative officer of the Township.
b. 
Attend all meetings of the Township Committee as required, with the right to participate in all discussions, but without the right to vote.
c. 
Advise the Township Committee on policy decisions and carry out all policies established by the Township Committee.
d. 
Execute all laws of the State of New Jersey and execute ordinances and resolutions of the Township, subject to the direction of the Township Committee.
e. 
Recommend appointment of, discipline and dismiss all employees, including those organized under the provisions of Chapter 303, P.L. 1968, according to the procedures as set forth in the annual resolution adopting the Township's Personnel Polices and Procedures each year by the Township Committee, provided that no other method is required by law.
f. 
Negotiate contracts subject to the approval of the Township Committee.
g. 
Make recommendations concerning the nature and location of Township improvements as determined by the Township Committee.
h. 
Represent the Township in its relations with the federal government, state, county and other municipalities and assess the Township's interest in contracts, franchises and other business transactions.
i. 
Prepare and present annual objectives to the Township Committee at the beginning of each calendar year, and present quarterly and annual accomplishments.
j. 
Investigate the affairs of any officer or department at the initiation of the Township Committee and report to the committee on the work of all departments.
k. 
Receive and reply to all inquiries and complaints concerning Township business and provide information and assistance in respect thereto and, in addition, review, suggest a method for handling and follow up on all requests for information.
l. 
In conjunction with the Manager of Human Resources, establish and maintain effective personnel practices and maintain appropriate records of all employees.
m. 
Consult with the Chief Financial Officer on budget preparation and submit recommendations to the Township Committee in accordance with procedures established by the Committee.
n. 
Maintain a continuing review and analysis of budget operations, work programs and cost of municipal services.
o. 
Delegate to any department head such of his powers as he may deem necessary for efficient administration.
p. 
Keep the Township Committee informed as to federal aid projects and state aid projects and any other aid programs for which the Township may qualify.
q. 
Consult with the Information Technology Director regarding implementation of technology systems and practices within the Township.
r. 
Perform such other duties as may be required by ordinance, resolution or direction of the Township Committee.

The Township Administrator shall devote full time to the interests of the Township.

The Township Administrator may also be the Chief Financial Officer.

a. 
Pursuant to N.J.S.A. 40A:63-7.1, there is hereby created the position of Assistant Township Administrator, of which there will be no more than two designated.
b. 
The duties of the Assistant Township Administrator(s) are:
1. 
To perform the functions and duties of the Township Administrator during the absence or temporary disability of the Township Administrator. To the extent possible, the Township Administrator shall advise the duration of his absence and the time for which an Assistant Township Administrator will perform these duties.
2. 
To assist the Township Administrator with the daily implementation of policies, decisions, and projects authorized by the Township Committee.
c. 
The Township Administrator may split the duties designated in Paragraphs b1 and 2 above if two Assistant Administrators are appointed by the Township Committee.
