In accordance with the provisions of N.J.S.A. 40:54-1, a free public library has been established in the Township of Bernards.

a. 
The Board of Trustees consists of nine members as follows:
1. 
The Mayor or his designee;
2. 
The Superintendent of Schools or his designee;
3. 
Seven citizens to be appointed by the Mayor and with the consent of the Township Committee, at least four of whom shall be residents of Bernards Township, and all of whom shall serve five-year terms expiring December 31 of the fifth year following appointment. Such terms shall be staggered so that no more than one member's term shall expire each year, except that the terms of those members who fill the two positions on the Board of most recent creation shall expire on December 31, 1993, and every five years thereafter irrespective of the expiration dates of the terms of other members. If there shall be a member of the Township Committee appointed to be on the Board of Trustees, such person shall no longer be eligible to serve as a member of the Board of Trustees upon expiration of his term of office on the Township Committee, and such member shall vacate his seat. The Mayor, with the consent of the Township Committee, may thereafter appoint another member of the Township Committee to the Board of Trustees to fill the unexpired term of the vacating Township Committee member.

The Board shall hold in trust and manage all property of the library. It may rent rooms or, when proper, construct buildings for the use of the library, purchase books, pamphlets, documents, papers and other reading matter, hire librarians and other necessary personnel and fix their compensation, make proper rules and regulations for the government of the library and generally do all things necessary and proper for the establishment and maintenance of the free public library in the municipality.

The Board shall elect from its members a President, Treasurer and Secretary who shall hold office for one year and until their successors are elected.

The Board shall function in accordance with all provisions of N.J.S.A. 40:54.
