In accordance with N.J.S.A. 40A:63-7d, there is hereby established a committee for the management and maintenance oversight of the Coakley-Russo Golf Course at the United States Department of Veterans Affairs Medical Center, Lyons, New Jersey, located at Block 155, Lot 60 and Block 3, Lot 162, on the Township Tax Map, in accordance with the Bernards Township and V.A. New Jersey Health Care System, Lyons Campus Use of Space-Sharing Agreement.

a. 
Committee Status. The Committee is organized as an advisory committee subject to the provisions of N.J.S.A. 10:4-6 et seq., the Open Public Meetings Act.
b. 
Membership. The Township Committee shall appoint seven residents of the Township, who are also members of the Coakley-Russo Golf Course, to develop policy and regulations concerning golf memberships and all other golf-related activities carried on in connection therewith. The Township Committee shall also appoint one resident member as an alternate Committee member, to serve in the absence of any of the regular members. The Township Committee may appoint one of its own members to serve as one of the Golf Advisory Committee's regular members. The Director of Parks and Recreation will serve as staff to the Golf Advisory Committee and will oversee the personnel and control the maintenance and day-to-day operations of the golf course.
c. 
Term of Office. Members of the Golf Advisory Committee shall be appointed for one-year terms. The alternate member shall also be appointed for a one-year term. Whenever a vacancy shall occur other than by expiration of a term, the ensuing appointment shall be for the unexpired portion of the term only.
d. 
Officers. The Golf Advisory Committee shall meet as soon after January 1 of each year as practical, and elect a Chair, Vice Chair, Secretary and Finance Officer from among its regular membership. The first three officers shall have the duties normally associated with those positions. The Finance Officer will be assisted by the Director of Parks and Recreation in the administration of the approved annual budget and report monthly to the Golf Advisory Committee on the financial status of the golf course.
e. 
Bylaws. The Golf Advisory Committee at its organizational meeting shall adopt bylaws which govern the scheduling of its meetings, the necessary quorum for action and any other appropriate organizational matters. The bylaws shall specify, however, that an advertised public hearing be held during the meeting at which it recommends the annual golf budget to the Township Committee.
f. 
Duties. The responsibilities of the Golf Advisory Committee shall include but not be limited to:
1. 
Collect revenue for golf course membership.
2. 
Establish annually by resolution, membership fees as well as the guest green fees.
3. 
Establish that golf membership fees and golf guest green fees shall be collected by the Department of Parks and Recreation.
4. 
Recommend and manage appropriations effectively to operate the golf course in accordance with Township Committee policy and statutory requirements of the State of New Jersey.
5. 
Coordinate the activities and efforts of the Township of Bernards with the V.A. New Jersey Health Care System, Lyons Campus in conjunction with the operation of the golf course.
g. 
Additional Powers and Responsibilities. In furtherance of its general powers listed in Paragraphs b and f, the Golf Advisory Committee shall:
1. 
Establish bylaws and rules for the golf course.
2. 
Establish policy for course membership.
3. 
Establish a code-of-conduct for members and their guests.
4. 
Recommend annual membership fees, guest fees, tournament fees, seasonal opening and closing dates, hours of operation and other such items pertaining to the course.
5. 
Work with the V.A. New Jersey Health Care System, Lyons Campus annually in establishing a list of eligible members from their portion of the membership.
6. 
Work with the Director of Parks and Recreation in accordance with the conditions within the Bernards Township and V.A. New Jersey Health Care System, Lyons Campus Use of Space-Sharing Agreement in effect to develop a master plan for renovations and improvements to the course, develop a financial plan in support of an approved plan by the V.A. New Jersey Health Care System, Lyons Campus for improvements and renovations to the course, ensure course management and maintenance via application of the contract specifications awarded to the contracted vendor and develop the annual operating budget.
7. 
Work with the golf course manager in developing seasonal tournaments at the course.
8. 
Represent the membership in presenting all renovations and improvement plans to the V.A. New Jersey Health Care System, Lyons Campus for their input and approval of such plans.
9. 
Represent the Coakley-Russo Golf Course within the New Jersey Golf Association and the United States Golf Association.
10. 
Communicate with the membership throughout the season via newsletters, e-mail, municipal website and other means available concerning course operations, project and events.
