a. 
Areas Designated. The municipal and Board of Education properties described in Schedule XIX attached to and made a part of this chapter are designated as handicapped parking areas in the locations indicated.
b. 
Identification Cards Required. The handicapped parking spaces located on the attached site plan, and made a part of this subsection,[1] are hereby designated as restricted parking spaces for the use by persons who have been issued special vehicle identification cards by the Division of Motor Vehicles or the temporary cards issued by the Chief of Police. No other person shall be permitted to park in these spaces.

c. 
Use of Parking Spaces. All other parking prohibitions are those which are shown on the attached site plan, and parking is permitted only in designated areas and between the lines provided.
d. 
Signs. The handicapped parking signs to be used shall be in conformance with the Manual on Uniform Traffic Control Devices (N.J.S.A. 39:4-183.27).
e. 
Authority to Enforce. This subsection shall be enforceable pursuant to the provisions of Subtitle 1 of Title 39 of the Revised Statutes of New Jersey.

Pursuant to c. 161, P.L. 2003 as may be amended from time to time, every person convicted of a violation of a provision of Section 7-14, or any supplement thereto, by parking a motor vehicle in a restricted parking space without a special vehicle identification card shall be liable to a fine of $250 for the first offense and, for subsequent offenses, a fine of at least $250 and up to 90 days community service on such terms and in such form as the court shall deem appropriate, or any combination thereof.
