No unauthorized vehicle shall be left unattended
within parking spaces designated for vehicles owned and operated by
disabled veterans or handicapped persons in either public or private
off-street parking areas. No vehicle shall be parked in such a manner
as to obstruct a curb ramp designed for use as means of egress to
a street or public way.
