No person, firm or corporation shall engage in business within the corporate
limits without first having obtained a license from Carroll County for such
purpose and paid the required license fee.
The fees for business licenses shall be as established and collected
by Carroll County.

Prior to the issuance of a business license within the city, the application
for that license must be approved by the city. Prior to the granting of any
such approval by the city, all county, state and city real estate taxes shall
be fully paid current on the entire premises or any portion which is occupied
by the business to be so licensed, and, further, any and all county, state
or city personal property taxes or other municipal assessments or levies due
from the applicant shall be fully paid current.
