The Township Manager shall be appointed by a majority vote of the whole
Council.

The Township Manager shall hold office for an indefinite term and may
be removed by a majority vote of the Council in accordance with the following
procedure:
A.
At least 30 days prior to the adoption of a final resolution
of removal of the Township Manager, the Council shall by majority vote of
its members adopt a preliminary resolution stating the reasons for his removal.
B.
The Township Manager may reply, in writing, to the reasons
stated in said preliminary resolution and may request a public hearing before
the Council.
C.
The public hearing requested by the Township Manager
shall be held before the Council not earlier than 20 days nor later than 30
days after the filing of said request.
D.
After such public hearing, if so requested, and after
full consideration, the Council by majority vote of its members may adopt
a final resolution of removal.

In and by the preliminary resolution described in § 3-3A, the Council may suspend the Township Manager from duty, but shall in any case cause to be paid him forthwith any unpaid balance of his salary and his salary for the next three months following the adoption of the preliminary resolution.

The Township Manager shall be vested with and possess all the powers
and perform all the duties prescribed in the Optional Municipal Charter Law,[1] and by ordinance and resolution of the Council not inconsistent
with said Optional Municipal Charter Law.

All employees, officers and department heads of the Township shall be appointed and promoted by the Township Manager, except where the power to appoint rests with the Township Council or other Township board or bodies as provided for in Chapter 52, Personnel, or by the Optional Municipal Charter Law, general law or ordinance.
A.
All employees, officers and department heads appointed
by the Township Manager shall be subject to the supervision and control of
the said Manager and shall comply with his instructions and directions as
to the organization of their work and the completion of their assigned duties.
Complete authority for the method, manner and time of performing Township
work is vested in the Township Manager, to the end that the maximum administrative
control provided for in the Optional Municipal Charter Law[1] shall be vested in the Township Manager.

B.
The Township Manager may designate a qualified member
of the department to act in the absence or disability of the head of such
department.
The Township Manager may designate a qualified administrative officer
of the Township to perform his duties during his temporary absence or disability.
In the event of his failure to make such designation, the Council may, by
resolution, appoint an officer of the Township to perform the duties of the
Manager during such absence or disability until he shall return or his disability
shall cease.
