STATUTORY AUTHORITY
Establishment — See N.J.S.A. 40:54-1 et seq.
Board of Trustees - See N.J.S.A. 40:54-9 et seq.
The Free Public Library of the Township of Cedar Grove, under the management
of a Board of Trustees, heretofore established pursuant to N.J.S.A. 40:54-1
et seq., is hereby continued.
A.
The Board of Trustees shall consist of seven members:
one of whom shall be the Mayor or the Mayor's designee; one, the local Superintendent
of Schools or the Superintendent's designee; and five citizens appointed by
the Mayor with the consent of the governing body. The appointments shall be
for terms as prescribed by general law. Upon the expiration of the term of
office of any citizen Trustee or upon the vacancy occurring in the Board during
any unexpired term thereof, the Mayor shall, with the consent of the governing
body, make such appointment or fill such vacancy for the unexpired term.

B.
A Trustee's absence from 50% or more of the regularly
scheduled meetings of the Board in any twelve-month period shall require and
cause his removal from the Board. The Chairman or presiding officer shall
advise the Mayor of such excessive absences, and the Mayor shall fill the
vacancy for the unexpired term.

The Trustees shall receive no compensation for their services and shall
not incur any expense or enter into any obligations to an amount in excess
of the annual appropriation for the library purposes and of the funds on hand.
The Board of Trustees shall:
A.
Have the power to engage suitable rooms for the use of
the library and reading room and shall have the supervision, care and control
thereof.
B.
Adopt proper rules and regulations for the government
of the library in order to render the use of the library and reading room
of the greatest benefit to the greatest number of residents of the Township.
C.
Have the power to exclude from the use of the library
and reading room any and all persons who shall willfully violate its rules
and regulations.
D.
Hire librarians and other personnel and fix their compensation. In so doing, the Board shall attempt to follow the provisions of Chapter 52, Personnel, in order to effect uniform treatment for all municipal employees.
E.
Generally to do all things necessary and proper for the
maintenance of the public library of the Township.
The Board of Trustees shall annually make a report of its transactions,
accounts and the state and condition of the library to the governing body
of the municipality.
