As used in this article, the following terms shall have the meanings indicated:
CURB
The area behind the curbline and off the paved surface of a public roadway.
LEAF BAGS
Biodegradable paper bags which can be composted together with leaves and have been approved for use by the Township. Excluded is any type of plastic bag.
LEAVES
Includes leaves generated from residential or commercial premises located within the Township which have been source-separated from solid waste.
SOLID WASTE
Includes all garbage and rubbish normally placed at the curb by residents of the Township for regular collection.
It shall be unlawful for any person to place leaves for collection or disposal as solid waste, and all persons occupying residential or commercial premises within the municipality shall separate leaves from solid waste generated at such premises and, unless leaves are stored or recycled for composting or mulching by the generator, place the leaves for collection in the manner provided by this article.
A. 
Leaves may be raked to the curb and piled at the curbline of municipal roadways for collection by the municipality from October 1 through December 31.
B. 
Leaves may be raked to the curb and piled at the curbline of county roadways for collection by Essex County in accordance with the collection schedule developed and promulgated by Essex County each year.
C. 
In addition to the above, leaves may be put in biodegradable paper leaf bags and placed at the curb of any public roadway for collection by the municipality from October 1 through December 31 and from May 1 through June 30.
A. 
Leaf piles shall not include debris such as branches, stones, wood or any other foreign matter which may damage the municipality's mechanical leaf collection equipment.
B. 
Leaves shall not be piled by any individual upon any catch basin or around any fire hydrant or within 10 feet of an intersection.
C. 
Leaves shall not be placed in the roadway through the use of air blowers or other mechanical equipment.
D. 
Leaves shall not be piled on New Jersey State Highway No. 23 (Pompton Avenue).
The Township Manager is authorized to administer the provisions of this article. This article shall be enforced by the Cedar Grove Police Department, Code Enforcement Officer or the Director of Public Works.

Any person, firm or corporation who or which shall violate any of the provisions of this article shall, upon conviction, be subject to a fine not exceeding $2,000 or to imprisonment for a term not exceeding 90 days, or both such fine and imprisonment. Each day upon which such violation shall occur shall be deemed a separate offense.
