Before a taxicab license is issued under this chapter, the taxicab for which such license is requested shall be driven by the applicant or his representative to a place designated by the Chief of Police and shall be inspected by the Chief of Police or his representative to ascertain whether such taxicab complies with the provisions of this chapter.
A. 
Subsequent to the issuance of the taxicab license and during the months of April, August and December, taxicabs shall be driven by the licensee or his representative to a place designated by the Chief of Police and shall be similarly inspected by the said Chief or his representative to ensure the continued maintenance of the safe and sanitary operating conditions as required by this chapter.
B. 
In addition to the inspections required by Subsection A of this section, it shall be the duty and right of the Chief of Police or his representative, at irregular intervals, to inspect the taxicab for the purpose of ascertaining whether or not this chapter is being violated.
Any taxicab licensed under this chapter which is found, after police inspection, to be unsafe or in any way unsuitable for taxicab service or to fail to conform to the requirements of this chapter may be immediately ordered out of service by the Chief of Police and, before again being placed in service, shall be delivered to the Chief of Police or his representative for reinspection.
It shall be the duty of the Chief of Police to maintain detailed records covering inspections of taxicabs.
