There is hereby established the position of Affordable Housing Administrator.
The Affordable Housing Administrator shall be appointed by the Mayor with the advice and consent of the Borough Council or, when the Mayor shall fail or refuse to make such appointment, the Borough Council may make such appointment. In either instance, such appointment shall require the affirmative vote of a majority of the Borough Council.
The term of the appointment of the Affordable Housing Administrator shall be one year.
The Affordable Housing Administrator shall receive such compensation as shall be fixed from time to time by the governing body of the Borough of Palisades Park in the Salary Ordinance.[1]

The Affordable Housing Administrator shall have the following duties and responsibilities:
A. 
To monitor the renovation of existing housing to create low- and moderate-income housing as well as the construction, reconstruction, rehabilitation, occupancy, resale and rental restrictions of low- and moderate-income housing units and shall have all the powers and duties recited in N.J.A.C. 5:93-1.1 et seq.
B. 
To advise and make recommendations to the Borough Council, Planning Board and other boards and agencies relating to matters involving affordable housing within the Borough of Palisades Park.
C. 
To monitor the implementation of low- and moderate-income housing development within the Borough of Palisades Park and to recommend municipal action if low- and moderate-income developments are not constructed, reconstructed, rehabilitated or operated under relevant terms of approval.
D. 
To receive and deposit development fees collected by the Borough of Palisades Park under a mandatory development fee ordinance, and to disburse the fees pursuant to a spending plan approved by the Borough Council in accordance with N.J.A.C. 5:93-8 et seq.
E. 
To administer, operate and manage all municipally owned low- and moderate-income housing projects within the Borough of Palisades Park.
F. 
To evaluate the housing needs of the Borough of Palisades Park and the region and specifically to evaluate the existing low- and moderate-income housing programs within the Borough of Palisades Park and to make periodic reports to the Borough Council and Planning Board regarding these evaluations at least annually.
G. 
To act as liaison between the Borough of Palisades Park and any other governmental or private agencies seeking to provide affordable housing within the Borough.
H. 
To provide public relations, counseling and outreach services for affordable housing opportunities within the Borough.
I. 
To recommend changes to the Borough Council and to the Planning Board regarding modifications of the municipal housing plan goals.
J. 
To oversee Borough programs to provide low- and moderate-income homeowners with loans for housing rehabilitation and energy conservation.
K. 
To supervise the Borough's effort to renovate existing housing in the Borough to provide low- and moderate-income housing to low- and moderate-income households.
L. 
To recommend to the Mayor and Borough Council the appointment of an attorney and such other employees as the Affordable Housing Administrator shall deem necessary.
M. 
To recommend to the Mayor and Borough Council the employee's qualifications, salary and terms of employment.
N. 
To work with the appropriate Borough employees to ensure that an official depository is designated annually for any and all funds received and/or disbursed by the Affordable Housing Administrator.
The Affordable Housing Administrator shall manage employees and professionals, which shall perform the following duties:
A. 
The inspection of properties upon which the construction, reconstruction, development or provision of low- and moderate-income housing units is proposed within the Borough of Palisades Park.
B. 
The receipt and evaluation of applications for low- and moderate-income housing units within the Borough of Palisades Park in accordance with the Borough's Affirmative Marketing Ordinance, including financial information submitted by the applicant(s) and the preparation of recommendations to the Affordable Housing Administrator as to the approval or denial of each application.
C. 
Compliance with all applicable federal and/or state monitoring and reporting requirements, including but not limited to the monitoring and reporting requirements of N.J.A.C. 5:93-11.6 and 12.1 et seq.
D. 
Utilization of the verification and certification procedures outlined in N.J.A.C. 5:93-9.1(b) in placing households in low- and moderate-income housing units.
E. 
Requirement that all conveyances of newly constructed units contain the deed restrictions and mortgage lien adopted by the Council on Affordable Housing (COAH) and referred to as Technical Appendix E, as found in N.J.A.C. 5:93, so that all newly constructed low- and moderate-income housing units will remain affordable to low- and moderate-income households for at least 30 years.
F. 
Requirement that all housing units created through the conversion of a nonresidential structure contain deed restrictions and mortgage liens recommended by COAH so that these units shall be subject to the thirty-year controls on affordability.
