A.
The Palisades Park Voluntary Ambulance and Rescue Squad
is hereby established, to be known as the "Palisades Park Emergency Medical
Services."
B.
It shall be the function of the Palisades Park Emergency
Medical Services to render ambulance and first aid service in emergencies
and when called upon.
C.
The Palisades Park Emergency Medical Services shall be
organized as a voluntary division under the administration of the Police Department
and shall serve as the basic life emergency/medical services unit in and for
the Borough whose chief function shall be to render ambulance and first aid
services in emergencies.
D.
No other ambulance, first-aid, rescue squad or paramedical
emergency service organization shall be organized or hereafter be recognized
in and for the Borough.
A.
There is hereby created the position of Administrator
who shall be the chief and only executive officer of the Palisades Park Emergency
Medical Services.
B.
The Administrator shall be appointed by the Mayor with
the advice and consent of the Council at an annual salary as determined by
the Annual Salary Ordinance of the Borough.
C.
The Administrator shall be a resident of the Borough
at the time of his appointment and during his term.
D.
The Administrator shall at all times possess valid current
New Jersey EMT and CPR Certification and such other licenses and/or certifications
as may be required from time to time by the State of New Jersey and any other
agencies having jurisdiction hereunder.
E.
The Administrator shall report directly to the Mayor
and Council through their selected liaison to the Police Department and shall
present a written report to said liaison for its submission to the Mayor and
Council on a monthly basis.
F.
Within 90 days of the appointment of an Administrator,
the Administrator, in concert with the Chief of Police, shall submit his recommendations
for a constitution and bylaws for the Palisades Park Emergency Medical Services
to the Council Liaison, who shall present same to the Mayor and Council for
review, modification, approval and adoption by the Mayor and Council. No constitution
and/or bylaws shall be effective until adopted by the governing body by resolution
or ordinance and, once adopted, can only be modified by the governing body
in the same manner.
A.
The Palisades Park Emergency Medical Services shall consist
of not more than 75 members, and no person shall be admitted to membership
under the age of 18.
B.
Every candidate for membership, before his application,
shall present to the Administrator a certificate from his family physician
that he is in good health and in sound physical condition and able to perform
the duties ordinarily required. Each candidate shall file such certificate
along with a membership application with the Borough Clerk. Each membership
application must be approved by the Mayor and Council.
C.
The Mayor and Council may order the physical examination
of any member of the Palisades Park Emergency Medical Services at any time
and direct the member to furnish a certificate of good health and sound physical
condition. If such certificate is not furnished within 10 days after notice
is delivered to the member, he shall cease to be a member of the Palisades
Park Emergency Medical Services. In the event a member is examined and found
to be unable to perform his duties, he shall cease to be an active member.
D.
No person shall be allowed membership if he has been
convicted of a crime.
E.
The Palisades Park Emergency Medical Services may accept
youth members to supplement the squad, as provided herein.
F.
Each emergency medical unit and each emergency medical
member shall be certified and operate in compliance with all requirements
of the New Jersey statutes and New Jersey administrative codes and shall be
equipped as required by all such rules and regulations.
The Palisades Park Emergency Medical Services shall be governed and
controlled by such other reasonable rules and regulations for the organization
and better efficiency of the squad as may be adopted by the Mayor and Council.
A.
There is hereby established in the Palisades Park Emergency
Medical Services a Youth Squad to work with the Palisades Park Emergency Medical
Services in the emergency and nonemergency care and transportation of the
sick and injured of the Borough of Palisades Park.
B.
Only those members of the Youth Squad who have met the
minimum training required for membership shall be permitted to perform the
duties of members of the Youth Squad. No Youth Squad member shall be permitted
to drive the ambulance, to be a crew chief or to ride on the same crew as
another Youth Squad member.
C.
A member of the Youth Squad shall be required to ride
as a fourth member on an ambulance crew until the Palisades Park Emergency
Medical Services determines that such member is capable of being a third member
of the crew. No member of the Youth Squad shall be permitted to ride in the
back of the ambulance when a patient is being transported, unless an active
member of the First-Aid Squad is present.
All members of the Palisades Park Emergency Medical Services are required
to attain formal training consistent with local, state and federal guidelines
to continue as a member of the squad. All training shall be completed within
a reasonable time after acceptance by the governing body.
All apparatus and equipment of the Palisades Park Emergency Medical
Services shall be and remain the property of the Borough of Palisades Park,
and the costs of operation, maintenance, repair and replacement shall be as
provided for in the local municipal budget. No one other than a member of
the squad, properly licensed under the laws of the State of New Jersey to
operate an ambulance, shall operate any of the ambulance apparatus owned by
the Borough. Except in the case of an emergency call, no apparatus belonging
to the Borough utilized by the Palisades Park Emergency Medical Services shall
be removed from the Borough limits by any member of the squad without the
approval of the Mayor and Council. In the event that any such approval is
given, any equipment so removed from the Borough limits shall be returned
immediately in the case of an alarm within the Borough and, in all other cases,
immediately after the occasion for its absence shall have ended.
All money, funds or other matters of value are and shall remain the
property of the Palisades Park Emergency Medical Services and shall be forthwith
turned over to the Borough's Chief Financial Officer for deposit in an
account specifically for the use for the Palisades Park Emergency Medical
Services.
