No vault, coalbin or other room or place shall be constructed under any street or sidewalk without a permit therefor issued by the Superintendent. No such permit shall be issued until an application to erect such vault, coalbin or other room or place, signed by the person making the same and stating the number of square feet of ground which is required for the same and the intended length and width of the same, is presented to the Mayor and Council and the Superintendent is authorized by resolution of the Mayor and Council to issue such permit, and the fee for the same shall be as set by resolution of the Mayor and Council. Such permit, when issued, shall be good only for a period of six months after the issuance of the same. In case the work is not completed within such period, a new permit shall be required and a new fee paid, unless the Mayor and Council shall grant an extension of time for the completion of the work.

No such vault or coalbin or any other room or place shall be constructed under any permit granted as aforesaid until the plans therefor shall have been submitted to and approved by the Mayor and Council. Such vaults or rooms shall be used only for the purposes described in the permit.
Permits issued under this article shall be revocable by the Mayor and Council.

The foregoing sections shall not apply to gasoline tanks installed in a public street or place. No gasoline tank shall be installed under any public street or place without a permit therefor issued by the Superintendent, who shall not grant such permit until he shall be so directed by the Mayor and Council. All persons desiring such permit shall make written application therefor to the Mayor and Council, specifying the exact proposed location of such tank, the size and capacity thereof and such other information as may be required by the Mayor and Council. The Mayor and Council may refuse to grant any such application if it deems such refusal to be for the general welfare of public safety or convenience. No permit shall be granted until there shall be paid a fee as set by resolution of the Mayor and Council. In addition to the permit herein provided for, no tank shall be installed until the permit required by this or any other chapter shall have been obtained. The rules, regulations and requirements of any ordinance or department of the Borough shall be complied with before any permit is granted.
