As used in this article, the following terms
shall have the meanings indicated:
Includes the singular and the plural, and includes any individual
persons, firm, corporation, association, partnership, club or society
or any other form of association or organization.
It shall be unlawful for any person to make,
cause or suffer or permit to be made or caused upon any premises owned,
occupied or controlled by him or upon any public street, alley or
premises contained within the legal boundaries of the Borough of Palisades
Park any disturbing or unnecessary noises or sounds, by means of the
human voice or by means of a manual, mechanical or electronic device
or by any other means or methods, which are a detriment to the public
health or which are so harsh or so prolonged or unnatural or unusual
in the use, time or place of their occurrence as to occasion physical
discomfort or mental upset or which are, in general, injurious to
the lives, health, peace and comfort of the individual inhabitants
of said Borough or any number thereof.
