The unregulated and uncontrolled operation of laundries, launderettes, laundermats, laundromats and dry-cleaning establishments creates serious problems affecting the citizens of the Borough and also the welfare of Palisades Park in that:
A. 
To permit such establishments to operate on a twenty-four-hour-a-day basis creates serious problems of police supervision and fire hazards.
B. 
To permit such establishments to remain open without supervision by the owners thereof creates additional problems in that dangers to infant children arise due to the fact that such children may be mangled or otherwise injured by the operation of machinery in the establishment.
C. 
The presence of coin boxes and receptacles constitutes an invitation to thieves to break in and steal.
D. 
Idle and dissolute characters may congregate in such establishments.
E. 
The operation of establishments for a twenty-four-hour period constitutes an invasion of the peace and quiet which the citizens of Palisades Park should enjoy in their homes.
No laundry, launderette, laundermat, laundromat or dry-cleaning establishment shall be open for the conduct of business on any day of the week other than between the hours of 8:00 a.m. and 10:00 p.m., prevailing time.
During the hours when such an establishment is open for the transaction of business, there shall be in attendance either the owner thereof or his duly constituted servant, agent or employee.
This article shall not be applied to any laundry, launderette, laundermat, laundromat or wet-wash or dry-cleaning establishment located in a residence dwelling and maintained exclusively for the use of the residents of that dwelling.
As used in this article, the following terms shall have the meanings indicated:
LAUNDRY, LAUNDERETTE, LAUNDERMAT, LAUNDROMAT AND DRY-CLEANING ESTABLISHMENT
Includes any establishment of the so-called coin variety whereby the facilities of such an establishment are available to a patron by the insertion of a coin or coins to set the machinery in motion.
No person shall engage in, carry on, pursue or conduct within the Borough any laundry, launderette, laundermat, laundromat or wet-wash and drying, cleaning or dyeing establishment, business or installation, except installations in buildings solely and exclusively for residential purposes for the sole use of tenants thereof, without a license therefor from the Board of Health.
All licenses shall expire on June 30 of each year.
Application for such license and annual renewals thereof shall be made on forms provided by the Board of Health and filed by the applicant at the Board of Health. The license fee shall accompany each application for a license or renewal thereof. The approval of the Fire Department and Building Department, in accordance with ordinances and regulations governing the same, shall be a condition precedent to the issuance of each license and each annual renewal.
The Health Officer may suspend or revoke any license issued under this article for a violation of any of the provisions of this article or of any regulation or order of the Health Officer made in accordance with this article, after the licensee shall have been given notice of the violation and an opportunity to show cause before the Health Officer why the license should not be suspended or revoked. The Health Officer shall have the power to promulgate such rules and regulations as may be necessary to effectuate sanitary, health and plumbing provisions of this article.
A. 
All places and spaces used for laundries, launderettes, laundermats, laundromats and wet-wash and drying, cleaning or dyeing establishments shall be sufficiently and properly covered with nonabsorbent paint or cement or other impervious material. There shall be an adequate supply of water available for flushing and cleaning purposes, and flooring shall be properly graded to a trapped inlet having direct connection with the house drain.
B. 
Sufficient toilet facilities for male and female employees of such establishments shall be provided.
C. 
Machines used for washing, laundering, cleaning or dyeing shall be thoroughly washed and cleaned and shall be kept cleaned at all times and kept in proper working condition.
D. 
The water used for cleaning shall be heated to a temperature of not less than 180° F. and shall be maintained at that temperature during the cleaning process, unless some other method which will produce equal results and is acceptable to the Board of Health is employed.
E. 
The rooms in which any washing or laundering facilities are located shall be adequately ventilated and shall have a sufficient amount of natural and artificial light.
No machinery used in any laundry, launderette, laundermat, laundromat or wet-wash and drying, cleaning or dyeing establishment shall be operated in such a manner as to create any noises or vibrations which are detrimental to the families of premises in the surrounding neighborhood.
No laundry, launderette, laundermat, laundromat or wet-wash and drying, cleaning or dyeing establishment shall be conducted in any building devoted exclusively to residential occupation or in any residential portion of a building, except that there may be established in any such building one or more washing or laundry facilities, which shall be operated in accordance with the regulations of this chapter. No license shall be required for the operation of the washing and laundering facilities in any such residential building or portion thereof. This limitation does not apply to store units in buildings occupied in part for residential purposes.
