A. 
Pursuant to the authority granted under Article 41, § 1660-a of the Vehicle and Traffic Law of the State of New York and in accordance with the written request of Medbro Partners, owner of Meadowbrook Farm, Section II of the Meadowbrook Farm Subdivision; Meadowbrook Farm Section III Associate d/b/a Meadowbrook West, owner of Meadowbrook Farm, Section III of the Meadowbrook Farm Subdivision; and Farash Construction Corporation, owner of Meadowbrook Farm, Section I of the Meadowbrook Farm Subdivision, being the owners of all of those lands constituting Meadowbrook Farm, Sections I, II and III, having made a request, in writing, to the Town of Chili for enforcement of various traffic regulations and ordinances within said facility, the Town of Chili hereby specifically authorizes and empowers and directs the Town Superintendent of Highways in accordance with § 1603(e) of the Vehicle and Traffic Law of the State of New York to enact regulations within Meadowbrook Farm, Sections I, II and III, so as to effectively govern the area encompassing said private apartment house complex in accordance with § 1660-a of the Vehicle and Traffic Law of the State of New York, as follows:
(1) 
Establish a maximum speed limit within said area at 15 miles per hour and provide for the necessary and required posting of said area in accordance with State Traffic Commission specifications and as required by the Vehicle and Traffic Law of the State of New York.
(2) 
Prohibit, regulate, restrict and limit the stopping, standing or parking of vehicles in specified areas of Meadowbrook Farm, Sections I, II and III, and shall in accordance with law post no parking signs within prohibited areas, which said signs shall be conspicuously posted in accordance with the Vehicle and Traffic Law of the State of New York.
(3) 
Provide for the removal and storage of vehicles parked or abandoned in any such area during snowstorms, floods, fire or other public emergencies or found unattended in any such area where they constitute an obstruction to traffic or where stopping, standing or parking is prohibited, and for the payment of reasonable charges for such removal and storage by the owner or operator of any such vehicle.
(4) 
Provide for the removal and storage of any unlicensed, unregistered, uninspected or badly damaged vehicle, no matter if registered, and for the payment of reasonable charges for such removal and storage by the owner or operator of any such vehicle.
(5) 
Adopt such additional reasonable rules and regulations with respect to traffic and parking in any such area as local conditions may require for the safety and convenience of the public and of the user of any such area.
B. 
Signs. Signs shall be provided of a size and design prescribed in the state manual and specifications prepared by the State Fire Commissioner as required by the Vehicle and Traffic Law of the State of New York, as amended from time to time. Erection and installation of said signs shall be under the supervision of the Superintendent of Highways of the Town of Chili.
C. 
Penalties. The penalties for the violation of this article are here determined to be a traffic infraction as defined in § 1800 of the Vehicle and Traffic Law of the State of New York and are as set forth in Article 45 of the Vehicle and Traffic Law of the State of New York and § 1180(f) of the Vehicle and Traffic Law of the State of New York, as the same may be appropriate to the charge.
D. 
Enforcement. All authorized law enforcement agencies are hereby authorized and empowered to patrol the roadways at Meadowbrook Farm, Sections I, II and III, in the Town of Chili, and to enforce the rules and regulations encompassed within this article, and they are hereby authorized and empowered to utilize appearance tickets in connection with the enforcement of this article.
