There is hereby established in the Town of Webster a Cable Access Commission whose purpose shall be to assist and advise the Webster Town Board in coordinating, promoting and developing community-originated programming within the Town of Webster using cable television as the medium. The Webster Cable Access Commission shall also assist and make recommendations to the Director of the Cable Access Television Department in furtherance of this purpose. The Cable Access Commission shall be governed according to its bylaws which shall be approved and ratified by the Webster Town Board.
The town will reimburse the Webster Cable Access Commission for all approved costs incurred.
The town will bill the village for a proportional share of the costs reimbursed.
The village will reimburse the town for its share of the costs incurred by the Webster Cable Access Commission proportionally as the most recent quarterly franchise fee revenue received by the village is to the total quarterly revenues received by the village and town.
The Town of Webster Supervisor shall be authorized to execute an agreement documenting such agreement for franchise fee/disbursement/reimbursement with the Village of Webster, which shall be effective upon cross-approval by the Village of Webster.
