Parks and playgrounds — See Ch. 107.
There is hereby created a Recreation and Park Advisory Board known as the "Recreation and Park Advisory Board of Caln Township."
The Board shall be composed of seven members to be appointed by the Commissioners of the Township of Caln; members who are first appointed shall serve for terms of one, two, three, four and five years, respectively, from the date of their appointment as shall be specified at the time of their appointment. Thereafter, the term of office shall be five years or until their successors are appointed. Vacancies in such Board occurring otherwise than by expiration of term shall be for the unexpired term and shall be filled in the same manner as original appointments.
The said Board shall appoint from its membership a Chairman and such other officers as it may deem necessary for the orderly procedure of its business and shall adopt bylaws, rules and regulations covering its procedure.
The said Board shall hold regular meetings and shall designate the time and place thereof, and shall keep a record of all proceedings. Four members shall constitute a quorum. A vacancy in the Board shall occur when any member shall fail to be present at four consecutive regular meetings or 25% of such meetings in any fiscal year, unless such absence shall be excused by the Board and the reason therefor entered in the proceedings.
The said Board will serve as in an advisory capacity to the Board of Commissioners, who shall retain final decision-making authority on recreation and park matters.
The said Board shall, during the month of September of each and every year, propose an annual operating budget governing expenditures for materials and supplies and all other matters connected with the operation of the recreation and park program.
Funds appropriated by the Caln Township Commissioners and budgeted for recreation and parks shall be disbursed by the Township Fiscal Officer, upon recommendations made by the Board, approved by the Township Manager and within the budget appropriations made.
