No. 1978-6 creating emergency fire lanes and requiring the formulation of construction standards and regulations as an adjunct to said ordinance. Said Ord. The typical section of the emergency fire lane (also known as a “fire apparatus access road” as defined in the International Fire Code, adopted by Chapter 83 of the Caln Code) shall be prepared to meet the following minimum standards:
A.
The base course shall be of crushed aggregate with a
minimum thickness of eight inches, as specified in the Pennsylvania Department
of Transportation Specifications, Form 408, and its latest revisions.
B.
Pavement shall consist of a minimum of 1 1/2 inches
of binder course and one inch of wearing surface. Material shall be equal
or superior to the Pennsylvania Department of Transportation Specifications
for bituminous surface course 1D-2A and shall be applied in accordance with
the Pennsylvania Department of Transportation Specifications, Form 408, and
its latest revisions.
C.
As an alternate, the emergency fire lane may be constructed
of six inches of granular material as subbase, four inches of compacted aggregate
bituminous base course and 1 1/2 inches of wearing course. The type and
installation of road material shall be equal or superior to that required
in the Pennsylvania Department of Transportation Specifications, Form 408,
and its latest revisions.
D.
Where soil conditions warrant, the Board of Commissioners
of Caln Township may direct the placing of granular material as subbase along
with provision of subbase drains. Depth and quality of the subbase shall be
as directed by the Township Engineer.
E.
The minimum wearing surface grade of emergency fire lanes
shall be as required by the Board of Commissioners of Caln Township. Curbs
shall be equivalent to Pennsylvania Department of Transportation plain cement
concrete curb. Where no curb is provided, there shall be a minimum of six
feet of stabilized shoulder provided.
F.
Cuts and fills shall be made at a maximum slope of two
feet horizontal to one foot vertical. Where curbing or retaining walls are
used to control slopes, a sketch showing details of the construction shall
be submitted to the Township Engineer.
H.
The minimum inside curb radius for emergency fire lanes
on curves shall be 33 feet. The minimum outside curb radius shall be 47 1/2
feet. Measurement shall always be along the pavement side edge of the curb.
I.
No signs or other structures shall protrude to within
four feet of the emergency fire lane pavement edge.
J.
There shall be no trees or other plantings whose branches,
trunk or any other parts protrude to within four feet of the emergency fire
lane pavement edge.
K.
No aerial transmission lines of any kind shall be located
within 20 feet of the emergency fire lane.
L.
Fire apparatus access roads. Approved fire apparatus access roads shall be provided for every facility, building or portion of a building hereafter constructed or moved into or within Caln Township. All fire apparatus access roads shall meet the requirements set forth in the International Fire Code, adopted by Chapter 83 of the Caln Code.
In addition, the following regulations shall apply:
A.
The Township Fire Marshal, in conjunction with the Township
Engineer, shall designate the exact locations of emergency fire lanes in all
new public, commercial, industrial, institutional and multifamily residential
developments in the Township of Caln.
B.
All new development plans involving public, commercial,
industrial, institutional and multifamily residential developments shall include
lanes designated for emergency fire equipment and shall be constructed in
accordance with the provisions of this Article. All such plans shall be subject
to the review of both the Township Fire Marshal and the Township Engineer.
C.
All emergency fire lanes shall be maintained by the owner
and shall be kept free of vehicles and all other structures, materials and
equipment which would interfere with the passage of fire equipment.
D.
All emergency fire lanes shall be kept clear of snow
and ice accumulations by the owner.
