A. 
There is hereby established a program for the mandatory source separation and collection of leaf waste and yard waste within Caln Township. No person shall store, collect, transport or dispose of designated leaf waste or yard waste within Caln Township except in accordance with this article.
B. 
All leaf waste and yard waste shall be source-separated from municipal waste and recyclable materials. Leaf waste shall be collected by the Township in accordance with a schedule established annually by the Township. When collection of leaf waste has been scheduled by the Township, leaf waste shall be placed in separate biodegradable bags not exceeding a volumetric measure of 40 gallons or raked to the curbline for collection. Residents have the option of disposing of leaf waste and yard waste by composting and therefore are not required to comply with the provisions of this section if they choose to compost their leaf waste and yard waste. Backyard compost should be managed as to not create a nuisance.
C. 
Any and all yard waste shall be composted in a backyard compost facility or may be dropped off at the Township's designated composting bin.
D. 
Owners or, if designated by the owner, the owner's agent of multifamily residential properties shall be responsible for compliance with the collection of leaf waste and yard waste in accordance with this article at their sole cost and expense. The collection system must include suitable containers for the storing and separation of the leaf waste and yard waste in easily accessible locations. The owner must provide written instructions to the occupants of such units stating how the materials are to be prepared, and how to use the collection system.
E. 
All persons occupying commercial properties, institutional properties and/or municipal properties within the Township shall collect and separate leaf waste and yard waste in accordance with this article. Leaf waste and yard waste collected must be taken to a state-permitted compost facility.
