There
is hereby established a program for the mandatory source separation
and collection of recyclable materials within the Township. The occupant
or owner of every residential property in the Township shall separate
recyclable materials from leaf waste, yard waste and other municipal
waste.
B.Â
All
recyclable materials shall be collected by a municipal waste collector.
C.Â
Collection
of recyclable materials shall be made by the municipal waste collector
at a minimum of once per week. When placed at the curb for collection
in accordance with the provisions of this chapter, recyclable materials
shall be placed in receptacles or carts which clearly identify the
contents as recyclable materials. No person shall place municipal
waste in containers designated for the separation and collection of
recyclable materials. No person shall place recyclable materials in
containers used for the separation and collection of municipal waste.

The
receptacle or carts for recyclable materials and bulk trash set out
for collection shall be placed at the street curb or at the end of
the driveway of the property from which collected, but in no case
within the paved cartway of the street. It is the responsibility of
the individual residents to place their receptacle or carts at curbside
in time for collection by the municipal waste collector. Receptacles
or carts shall not be placed in a location which obstructs a mail
box, public sidewalk or which impedes clear vision for motorists traveling
on the adjacent street or at intersections. No receptacle or cart
shall be placed at the curb or in the front yard on any lot except
during the period beginning at 6:00 p.m. on the night prior to the
scheduled collection and ending at 12:00 midnight on the day of the
scheduled collection. Receptacles or carts shall be placed for collection
no later than 6:00 a.m. of the day scheduled for collection.
An owner, landlord or agent of an owner or landlord of a multifamily
residential property shall establish a collection system for recyclable
materials at each property and contact for pickup of such materials
by a registered municipal waste collector. The collection system must
include the provision and use of suitable receptacles or carts for
collecting recyclable materials, easily accessible locations for the
containers and written instructions to the occupants or residents
concerning the use and availability of the collection system.
All persons occupying commercial properties, institutional properties
and/or municipal properties within the Township shall separate high-grade
office paper, aluminum, glass, plastics, and corrugated cardboard
generated at such establishments; store the materials until collected
by a municipal waste collector; and annually provide written documentation
to the Township of the types of materials and the total tons of materials
recycled. Such documentation shall be provided to the Township within
20 days of the end of each calendar year. All commercial properties,
institutional properties and/or municipal properties shall supply
receptacles or carts for the purpose of separating from the municipal
waste all aluminum, glass, plastics and corrugated cardboard that
will be accessible to the public that utilize their establishment.
It shall be unlawful for any person to bring any recyclable
materials into the Township or to transport recyclable materials from
one address to another within or outside of the Township for the purpose
of taking advantage of the Township's collection service.
The organizer of all community events sponsored and held within
the Township shall supply receptacles or carts for the purpose of
separating from the municipal waste all aluminum, glass, plastics
and corrugated cardboard. The organizer shall store such recyclable
materials until collected by a registered municipal waste collector
and provide written documentation to the Township of the type of materials
and the total tons of materials recycled at each event.
