In order to facilitate the movement of traffic and to combat the hazards of snow and ice on the streets or portions of streets named in § 149-40 below, the Board of Commissioners, in its discretion, may declare an emergency due to such hazards.
A. 
After any such emergency shall have been declared, it shall be unlawful during the period of such emergency for any person to park a motor vehicle, other motorized or recreational vehicle or to allow the same to remain parked on any street or portion thereof named in Subsection B below, or to operate any motor vehicle, other motorized or recreational vehicle on any such street or portion thereof unless such vehicle, other motorized or recreational vehicle shall be equipped with adequate equipment to provide sufficient traction to keep such vehicle, other motorized or recreational vehicle in motion so that other traffic on such streets will not be blocked or seriously impeded.
B. 
The streets or portions thereof to which the provisions of this article shall be applicable during all periods of emergency declared as provided in § 149-39 above shall be as described below:

A. 
In order to assist the operators of motor vehicles and other motorized or recreational vehicles in determining the streets affected by this article, the Township shall place around the utility poles on the streets or portions thereof designated in § 149-40B above signs reading as follows:
SNOW EMERGENCY ROUTE
SNOW TIRES OR CHAINS REQUIRED
NO PARKING DURING EMERGENCY
VEHICLES TOWED AWAY
B. 
The Township shall also, through radio, newspaper or other available means, disseminate information as to the existence of such emergency.

A. 
Any person who shall park a motor vehicle or other motorized or recreational vehicle upon or along any of the streets or portions thereof listed in § 149-40B at any time during a period of emergency declared as provided in § 149-39 shall be guilty of a violation of this article and subject to the penalties in § 149-54 and/or § 149-43 of this chapter.
B. 
Any person who shall operate a vehicle or other motorized or recreational vehicle upon any streets or portion thereof listed in § 149-40B, which such vehicle or other motorized or recreational vehicle shall become stalled upon any of such streets during a period of emergency declared as provided in § 149-39 of this article, if such stalling shall have been by reason of the failure to have such vehicle or other motorized or recreational vehicle equipped with the equipment hereinabove prescribed, shall be guilty of a violation of this article and subject to the penalties in § 149-54 and/or § 149-43 of this chapter.
