Hamilton is hereby authorized to enter into an intermunicipal agreement with Paradise, Jefferson, Spring Grove and Seven Valleys, authorizing Hamilton to work cooperatively with Paradise, Jefferson, Spring Grove and Seven Valleys, and to share the costs with those three municipalities involved in jointly utilizing a Zoning and Codes Enforcement Office. A copy of that agreement is attached hereto, marked Schedule 1, and incorporated by reference.[1]

The purpose and objectives of the intermunicipal agreement are for Hamilton to work cooperatively with Paradise, Jefferson, Spring Grove and Seven Valleys to share the services of a Zoning and Codes Enforcement Officer, to create an advisory committee among the four municipalities, to identify the rights and responsibilities of the parties, to set the formula for and fix the reimbursements due from each municipality for those services, and otherwise to set forth the financial rights and obligations of the parties pursuant to such shared services.
The intermunicipal agreement sets forth the terms of payment by the parties.
Pursuant to the intermunicipal agreement, the parties contemplate that the Zoning and Codes Enforcement Officer shall be an employee of Spring Grove.
