As used in this article, the following terms
shall have the meanings indicated:
Act 101, the 1988 Pennsylvania Municipal Waste Recycling,
Planning and Reduction Act.
Used cans comprised of 100% aluminum. Does not include aluminum
foil, trays, plates, and miscellaneous aluminum products.
Four or more units, designed for use as a residence, located
on a single property or contiguous properties under common ownership
or management.
Containing two or more metallic materials.
Containers comprised of aluminum, tin, steel, or a combination
thereof.
All corrugated or other cardboard normally used for packing,
mailing, shipping or containerizing goods, merchandise or other material,
excluding plastic, foam, wax-coated or soiled cardboard.
Property used for profit and/or industrial purposes.
Recyclable materials placed in the same container.
Steel- or tin-coated food or beverage containers.
Any garbage, refuse, industrial or office waste, including
solid or semisolid materials generated in residential, municipal,
commercial or institutional establishments and from community activities,
along with other solid waste which is within the definition of "municipal
solid waste" as set forth in the Pennsylvania Solid Waste Management
Act of 1980 (35 P.S. § 6018.101 et seq.) as amended.
Bottles and jars made of clear, green or brown glass. This
does not include porcelain/ceramic products or dishes and automotive
glass.
Includes, but not limited to, automotive, truck and industrial
batteries that include lead.
Leaves from trees, bushes and other plants but does not include
grass clippings, garden residues, shrubbery and tree trimmings.
Developed by, and for, Springfield Township in accordance
with Pennsylvania Act 101. Sets forth the materials to be recycled
within the municipality; the method for collection and disposition
of said recyclables; the recovery rate goals; and the publicity and
education measures to be used to promote recycling.
The Township of Springfield located within the County of
Delaware, Commonwealth of Pennsylvania.
All high-grade office, fine, bond, xerographic, duplication
and computer papers, newspaper and similar cellulosic material, including
magazines, catalogues, junk mail, telephone books and cardboard.
Owners, lessees and occupants of residences (this includes
apartment complexes and condominiums) or commercial and/or institutional
establishments.
Empty plastic containers imprinted with the universal recycling
symbols No. 1 through No. 7.

All paper, glass, metal cans (aluminum, steel, bimetallic),
lead acid batteries, as defined herein, and/or other such material
as may be defined by the municipality.
Any process by which material, which otherwise would become
solid waste, is collected, separated or processed and returned to
the economic mainstream in the form of raw materials or products.
Those services, performed by the Township's Public Works
Department or a private contractor, as follows: the collection of
recyclable materials from locations within the municipality; processing
the recyclables as applicable; and marketing said recyclable materials
Approximately twenty-gallon container, with lid, for residents'
commingled materials (glass, plastics, steel, aluminum, bimetallic),
along with a rectangular container for paper. Both are made of a rigid
plastic construction and provided by the municipality for the storage
of recyclable materials only.
Any human being residing within the municipality on a temporary
or permanent basis.
Waste, including but not limited to municipal, commercial,
institutional or industrial waste.
The separation of recyclable materials from the solid waste
stream at the point of waste generation.
Springfield Township hereby establishes a curbside
program for the separate collection of recyclable materials from all
persons and residences in the municipality. All residents shall source-separate
the designated recyclables and, on the scheduled collection day, place
the recycling containers inside and adjoining the curbline in such
a manner as to not obstruct passage on the sidewalk fronting their
residence.

Paper and cardboard shall be placed in the rectangular
containers provided by the municipality or in brown paper bags or
tied in bundles not exceeding 35 pounds in weight nor exceeding one
foot in thickness.

Commingled materials (i.e:, glass, aluminum, steel,
bimetallic cans, plastics No. 1 and No. 2) shall be placed in the
twenty-gallon container provided by the municipality.
C.Â
Glass and plastic containers shall have caps and lids
removed.
D.Â
Glass, plastics and cans shall be rinsed free of contaminants.
E.Â
No recyclable materials shall be placed curbside prior
to sundown of the day before collection; however, the containers should
be at the curb by 7:00 a.m. on the scheduled collection day.
F.Â
Emptied containers shall be removed from the street
side of the residence within 12 hours after the containers have been
emptied. Continuous maintenance of recycling containers on the front
side of the dwelling constitutes a violation of the Code. Containers
must be stored to the rear of the building line.
The owners of an apartment complex shall establish
a program for the separation, storage and collection of recyclable
materials in accordance with the requirements of Act 101. Arrangements
may be made with a private contractor for the recycling of the required
items. A recycling report will be required to be submitted annually
to Springfield Township.

The owners and/or occupants of commercial, municipal, and institutional
buildings shall be responsible for the separation, storage, and collection
of recyclable materials in accordance with the requirements of Act
101. At a minimum, the following materials shall be separated and
recycled: mixed paper, cardboard, aluminum, glass, plastics Nos. 1
through 7, and leaf waste. Arrangements must be made with a private
contractor for recycling collection services. The private contractor
must submit a recycling report detailing the tonnage of material collected
to Springfield Township on an annual basis.
A.Â
Leaf burning is prohibited in Springfield Township.
B.Â
Bulk leaf waste shall be kept separate from other
refuse and recyclables and will be collected by the municipality and
disposed of in a composting facility during the Township's annual
fall leaf collection program.
C.Â
Leaves may be composted in a person's back yard year
round or raked to a position on the house side of the front sidewalk
during the Township's fall leaf collection program. It is a violation
of this ordinance for leaves to be raked into the street.
All recyclable materials designated for curbside
pickup must be separated from other forms of solid waste. The municipality
reserves the right to refuse to collect from residences where recyclable
and nonrecyclable items are intermingled.
No person shall be permitted to collect, receive,
donate or sell any recyclable materials to any other person, whether
operating for a profit or nonprofit, without prior written permission
from the Springfield Township Board of Commissioners.
