No person, firm, association or corporation shall engage in the business of buying or selling junk, rubber, rags, rope, ferrous metal, nonferrous metal or other similar materials, commonly known as the "business of a junk dealer," within the Township of Springfield without having first obtained a license from the Township Secretary as provided in this article.
Upon application made in a form prescribed by the Public Works Committee of the Board of Commissioners of the Township and upon payment of the license fee hereinafter prescribed, the Township Secretary shall issue a license, for the calendar year in which it shall be issued, to any person, firm, association or corporation to engage in the business of buying or selling junk, rubber, rags, rope, paper, nonferrous metal, ferrous metal or other materials, commonly known as the "business of junk dealer." Each such license shall set forth such conditions as shall be prescribed by the Public Works Committee of the Board of Commissioners for the conduct of such business and may be revoked by order of the Board of Commissioners at any time if there shall have been committed any breach of such conditions or any of them. In the event of such revocation of any such junk dealer license, no portion of the license fee paid therefor shall be refunded.
A. 
Collection hours. Licensed junk dealers shall be permitted to conduct salvage operations along public roadways on the eve of trash collection days and scheduled bulk pickup dates between the hours of 5:00 p.m. and 8:00 p.m. and between the morning hours on the scheduled trash collection days and scheduled bulk pickup days between 7:00 a.m. and 9:00 a.m.
B. 
Property owner permission required. Junk dealers are prohibited from removing articles from private property without the express permission of the private property owner. If the salvage operations are conducted after business hours, written authorization containing the name and contact information of the authorizing property owner shall be presented upon demand to a Township official.
The license fee to be paid under this chapter shall be set forth in the Township Schedule of Fees,[1] as adopted and amended from time to time by the Board of Commissioners.
