Any owner or equitable owner of real property located within the boundaries of the Township of Springfield can apply to the Township for a sewer connection permit. The application shall include the following information.
A. 
The name of the owner or equitable owner of the property.
B. 
Proof that the individual or entity applying for the sewer connection is the owner or equitable owner of the property.
C. 
The address of the property.
D. 
The proposed use of the property.
E. 
The zoning district within which the property is located.
F. 
The folio number for the property.
A. 
A completed application for a sewer connection permit shall be forwarded to the Township Engineer for processing. The applicant must also pay the applicable tapping fee for the requested sewer connections. Upon request, the Township Engineer shall provide an applicant with the proper amount of tapping fee.
B. 
The Township Engineer shall review the completed sewer connection permit for completeness. Upon receipt of approval from the Pennsylvania Department of Environmental Protection for a sewer connection for the applicable property, the applicant shall provide to the Township Engineer proof of said approval. The Township Engineer shall approve and issue a sewer connection permit only after all of the following conditions are met.
(1) 
The application is complete.
(2) 
The applicant has paid all applicable tapping fees.
(3) 
The Pennsylvania Department of Environmental Protection has issued approval of the connection.
A sewer connection pursuant to an approved Township sewer connection permit must be made within one year of approval from the Pennsylvania Department of Environmental Protection. If connection is not made within one year, the applicant will forfeit the allocated sewer connection as well as the tapping fee. Upon forfeiture of any allocated sewer connections, the Township Engineer shall promptly notify the Pennsylvania Department of Environmental Protection.
Any sewer connections approved pursuant to this chapter are not transferable under any circumstances.
A. 
At various times, the number of sewer connections with the Pennsylvania Department of Environmental Protection makes available to properties located within the Township of Springfield are limited. In such a case, sewer connections shall be approved, and a connection permit shall be issued on a first-come first-served basis, and only after all of the above conditions are met for a complete application.
B. 
In the event that any sewer connections become available as a result of corrective actions initiated by an applicant, those sewer connections shall be reserved for use by said applicant. However, if said connections are not made within a twenty-four-month period, said connections shall be forfeited.
