A. 
All property owners be and they are hereby required and directed to construct, pave, curb, repair and recurb the sidewalks and curbs, along any property abutting on any street in the Township as hereinafter provided.
B. 
All construction of sidewalks and curbs shall be in accordance with Township specifications.

C. 
Any sidewalk and/or curb construction or reconstruction which includes a radius curb shall incorporate a ramp for the handicapped in accordance with the specifications and requirements of the Pennsylvania Department of Transportation.

All property owners be and they are hereby required and directed to keep the sidewalks, together with any portion of their property paved and used as a sidewalk or public walk, immediately in the front, side, abutting or upon their property, in good order and repair, at proper grade to provide adequate drainage, to keep at all times level with the sidewalk or public walk, gas, sewer or drain, stop or vent boxes, driveways and driveway ramps, and to keep the sidewalks or public walks at all times free and clear of all obstruction to safe and convenient passage.

If the owner of any property fails, neglects or refuses to perform the duty required in the preceding sections within 30 days from the date of service of a notice requiring compliance, he/she shall be subject to the penalty provisions of Chapter 1, General Provisions, Article II, General Penalty, § 1-10, Violations and penalties, Subsection A(1), of the Code of the Township of Springfield or, at the option of the Township where the situation is deemed necessary for the public safety or health, as an alternate to the foregoing, may make or cause to be made the necessary repairs or remove any obstruction or correct any underlying cause for curb and sidewalk failure and to install any paving, curbing and repaving as may be required. The expense of the necessary materials, labor and equipment for performing the work, together with a penalty of 10%, shall be charged against and paid by such delinquent property owner and may be collected by action of assumpsit or by the filing of a municipal lien against the property.

A written notice may be served upon the property owner that has failed, neglected or refused to perform the duty required of him by this article directing and requiring him to do what is necessary and informing him that he will be subject to the penalty provisions as provided in § 120-3 for failure to comply with the notice. Such notice may be served on the property owner by leaving the same with the tenant or adult occupant of the premises or by mailing the same to the owner at his last known address or by posting the notice on the premises of the owner.
Ordinance No. 390 is repealed, together with any other ordinance or part thereof inconsistent herewith.
