Except when necessary to avoid conflict with other traffic or to protect the safety of any person or vehicle or in compliance with law or directions of a police officer or official traffic control device, no person shall:
A. 
Stop, stand or park a vehicle:
(1) 
On the roadway side of any vehicle stopped or parked at the edge or curb of a street.
(2) 
On a sidewalk, except that a pedalcycle may be parked as provided in the Pennsylvania Motor Vehicle Code.
(3) 
Within an intersection.
(4) 
On a crosswalk.
(5) 
Between a safety zone and the adjacent curb within 30 feet of points on the curb immediately opposite the ends of a safety zone, unless a different length is indicated by official traffic control devices.
(6) 
Alongside or opposite any street excavation or obstruction when such stopping, standing or parking would obstruct traffic.
(7) 
Upon any bridge or other elevated structure upon a highway or within a highway tunnel.
(8) 
On any railroad or streetcar line, tracks or right-of-way.
(9) 
In the area between roadways of a divided highway, including crossovers and ramps.
(10) 
At any place where official signs prohibit stopping.
B. 
Stand or park a vehicle:
(1) 
In front of a public or private driveway.
(2) 
Within 20 feet of a crosswalk at an intersection.
(3) 
Within 30 feet upon the approach to any flashing signal, stop sign, yield sign or traffic control signal located at the site of a roadway.
(4) 
Within 20 feet of the driveway entrance to any fire station or ambulance station or, when property signposted, on the side of a street opposite the entrance to any fire station or ambulance station within 75 feet of the entrance.
(5) 
Where the vehicle would prevent free movement of a streetcar.
(6) 
On a limited-access highway unless authorized by official traffic control devices.
(7) 
Within a traffic lane.

(8) 
Where parking spaces are designated in a parking area, the standing or parking of vehicles shall only be permitted within such designated spaces.

C. 
Stand or park a vehicle:
(1) 
Within 15 feet of a fire hydrant.
(2) 
In front of or upon ramps provided for handicapped persons.
(3) 
Within an area designated for handicapped persons where such vehicle does not contain or is not operated by a handicapped person or operated on behalf of a handicapped person.
(4) 
Within an area posted as restricted by the Fire Marshal of the Township in accordance with Chapter 45, Article IV, § 45-34.
D. 
Park a vehicle:
(1) 
Within 50 feet of the nearest rail or railroad crossing.
(2) 
At any place where official signs prohibit parking.
No vehicle shall be permitted to stand on a public highway of the Township otherwise than with the right-hand side thereof parallel with and close to the curb of the highway and facing the direction of vehicular traffic on such side of the highway, provided that where officially designated angular parking is provided or where convenience may require, within which area no vehicle shall be permitted to park or stand except on one side of the highway only, then such vehicles shall park or stand in the position designated.
The Public Safety Committee of this Board is hereby authorized and empowered to designate, from time to time, zones, including therein such sections of the highways as, in its judgment, the public safety and convenience may require, within which no vehicle will be permitted to stand for a longer period of time than is necessary for persons to expeditiously enter or leave the same or for articles of freight or merchandise to be expeditiously loaded upon or removed from same or within which no vehicle shall be permitted to stand longer than for such period of time as shall, from time to time, be prescribed by said Committee. All such zones created shall be properly designated.
A. 
Zones designated.
(1) 
Parking is prohibited from 6:00 p.m. until 11:00 p.m. on the northeasterly side of East Leamy Avenue beginning from the corner of Baltimore Pike and extending northwesterly approximately 937 feet.

(2) 
Parking is prohibited from 6:00 p.m. until 11:00 p.m. on the southwesterly side of East Leamy Avenue beginning 168 feet from the corner of Baltimore Pike and extending northwesterly approximately 769 feet.

(3) 
On the northeasterly side of Harwicke Road extending northwesterly from Powell Road approximately 74 feet. Parking is not permitted in said zone weekdays between 6:)0 a.m. and 6:00 p.m. - loading and unloading only.

No vehicle shall be permitted to stand or be parked in an area designated or marked out as reserved for the disabled or handicapped, unless such vehicle bears a valid official license plate designating that it is operated by or on behalf of a person with a disability.
A. 
On public highways of the Township, the following zone(s) are designated for the specific purpose of accommodating the vehicle of the disabled:
(1) 
The southeasterly side of Hart Lane, at a distance of 42 feet eastwardly from the radius curb on the easterly side of Saxer Avenue, said zone to be parallel to the curb and of 20 feet in length.
(2) 
The southeasterly side of South Rolling Road, at a distance of 121 feet measured northeastwardly from its intersection with the northeasterly side of West Woodland Avenue, extended, said zone to be parallel to the curb and of 20 feet in length.

(3) 
The southeasterly side of North Brookside Road, at a distance of 31 feet measured northeastwardly from its intersection with the northeasterly side of East Springfield Road, extended, said zone to be parallel to the curb and of 20 feet in length.

(4) 
Measured along the existing curbline on the southwesterly side of Saxer Avenue at a distance of 261 feet measured northwardly from its intersection with the northwesterly curbline of Powell Road extended, and to extend a further distance northwardly of 20 feet along the said southwesterly curbline of Saxer Avenue. The zone in design shall conform generally to the angular parking dimensions existing at this location.

B. 
Violations and penalties. Any person violating any of the provisions of this article shall be liable to a penalty of $50 to be collectible before any District Justice as like penalties are now by law collectible.

No person shall park or permit to stand any vehicle in the following designated zones:
(1) 
The southwest side of the 200 block of Sedgewood Road, extending between Powell Road and South Alford Road.
(2) 
The southwest side of the 100 block of Harwicke Road, extending between Powell Road and Hart Lane.
(3) 
The southeast side of Hart Lane, extending from Saxer Avenue to Lynbrooke Road.
(4) 
The southwest side of Parham Road, extending a distance of 811.26 feet southeastwardly from the southeast side of Powell Road.
(5) 
The northwest side of Prospect Road, extending from Woodland Avenue to Thomson Avenue.
(6) 
The southeast side of Ballymore Road, extending from Saxer Avenue to Woodland Avenue.

No person shall park or leave unattended a vehicle on private property without the consent of the owner or other person m control or possession of the property, except in case of emergency or disablement of the vehicle, in which case the operator shall arrange for the removal of the vehicle as soon as possible.
B. 
The owner or other person in charge or possession of any property on which a vehicle is parked or left unattended in violation hereof may remove or have removed the vehicle at the reasonable expense of the owner of the vehicle.
C. 
In such instances where a vehicle is parked on private property or left unattended, and said vehicle blocks emergency vehicles or is so parked or left as to create a traffic hazard or is parked or left unattended so as to constitute a threat to public safety, the police may remove or have removed the vehicle at the reasonable expense of the owner.

A. 
No person shall park or leave unattended a vehicle on Township property without the approval of the Township Manager or Police Department, except in case of emergency or disablement of the vehicle, in which case the operator shall arrange for the removal of the vehicle as soon as possible and promptly notify the Township Police Department.
B. 
The Township Police Department, in those instances in which a vehicle is parked or left unattended in violation hereof, may remove or have removed the vehicle at the expense of the owner of the vehicle.

C. 
In such instances where a vehicle is parked on Township property or left unattended, and said vehicle blocks emergency vehicles or is so parked or left unattended as to create a traffic hazard or is parked or left unattended so as to constitute a threat to public safety, or is parked or left unattended in violation of posted regulations, the police may remove or have removed the vehicle at the expense of the owner of the vehicle.

D. 
An exception is provided to this section in those instances where a vehicle is parked in accordance with posted regulations indicating the hours wherein a vehicle may be parked legally in designated Township parking areas.
E. 
The Township Manager, in coordination with the Chief of Police, is hereby given authority to create the regulations and designate the hours of legal vehicular parking in Township parking areas.

The purpose and intent of this section is to designate the parking spaces in specified municipal parking lots as metered spaces.
A. 
Definitions. As used in this section, the following terms shall have the meanings indicated:
ALTERNATIVE PAYMENT OPTIONS
In addition to cash and coins, the ability of a user to pay with a credit card and other emerging technologies.
LEGAL PARKING TIME
The time during which a vehicle may legally park in a metered parking space pursuant to this article, and as so indicated on the parking meter.
METERED MUNICIPAL PARKING LOTS
Those lots in designated areas of the Township for which a fee for those spaces is valid.
PARKING METER
Any device intended to assist Township authorities in enforcing the regulation of parking pursuant to this article.
PARKING METER RATE
The monetary charge a user shall pay for the privilege of parking a vehicle in a metered parking space.
PARKING METER SPACE
Any space within a metered lot and which is duly designated for the parking of a single vehicle by lines painted or otherwise marked as a parking space.
PAY BY PLATE
Requirement of users to enter their vehicle registration plate characters into the meter along with their payments for the parking spaces.
RESTRICTED PARKING SPACES
Those clearly marked spaces within a municipal metered lot designated for other purposes.
B. 
Authorization to install meters. The proper officials of the Township are hereby authorized to enter into contracts from time to time for the purchase, installation and maintenance of parking meters; such contracts to be entered into in a manner provided by law.
C. 
Designation of parking meter zones.
(1) 
Off-highway metered parking spaces. Metered parking spaces are hereby established in designated municipal parking lots or other properties owned or leased by the Township.
(2) 
On-highway metered parking spaces. Parking meter zones are hereby established upon the streets and highways, or portions thereof, designated as such by the Township.
D. 
Installation and operation of metered spaces. All metered parking spaces shall be plainly and clearly designated by lines or markings on the paving. It shall be illegal to park in other than designated spaces.
E. 
Deposit of parking fees. When any vehicle shall be parked in any metered space, during the established hours of operation the operator shall immediately proceed to the parking meter and comply with the instructions thereon. If making cash payment, only United States currency and coins are acceptable. Failure to do so shall constitute a violation of this article.
F. 
Allocation of metered spaces. The allocation of metered parking spaces in municipal parking lots shall be established by the Township Manager, subject to the approval of the Board of Commissioners.
G. 
Established as municipal metered parking lots. The following municipal parking lots are designated as metered parking lots:
(1) 
Church Road Park.
(2) 
Brookside Road.
(3) 
Saxer Avenue.
(a) 
The hours of operation shall be Monday through Friday, from 5:00 a.m. to 2:00 p.m. (prevailing time).
(b) 
Vehicles are prohibited from parking in spaces designated for "Park Use Only."
(c) 
Overnight parking is prohibited, unless otherwise noted.
(d) 
Metered parking requirements cease after 2:00 p.m.
H. 
Violations. It shall be unlawful and a violation of the provisions of this article for any person to:
(1) 
Permit a vehicle to be parked in violation of the designated hours of operation.
(2) 
Park any vehicle in other than designated parking spaces or to park any vehicle across any line or marking of any metered space or in such a position other than with the front end of the vehicle facing in.
(3) 
Deface, injure, tamper with, open or willfully break, destroy or impair the usefulness of any parking meter installed under the provisions of this article.
(4) 
Deposit or cause to be deposited in any parking meter any slug, device or metal substance or any other substitute for United States currency and coin.
(5) 
Park any vehicle in a metered parking space where the meter does not register lawful parking.
I. 
Report of violation; notice. It shall be the duty of parking enforcement personnel and police officers of Springfield Township to:
(1) 
Take enforcement action against the registration number of any vehicle occupying a metered space in violation of any provision of this article.
(2) 
Record the registration license number of such vehicle.
(3) 
Record other facts necessary to a thorough understanding of the violation.
(4) 
Place on such vehicle a parking ticket violation notice to the owner that such vehicle was parked in violation of the provisions of this article, with instructions regarding the payment of the violation notice.
J. 
Temporary suspension of provisions. The provisions of this article may be temporarily suspended by the Township Manager, and he may temporarily proscribe such other rules and regulations as traffic conditions may require.
K. 
Purpose of fees. The fees required to be deposited in parking meters as provided herein are hereby levied and assessed as fees to provide for the proper regulation and control of traffic upon the streets of the Township, including the costs of supervising and regulating the parking of vehicles and the cost of inspection, operation and maintenance of parking lots, and the costs associated with the purchase of metering equipment. The parking meter fees shall be collected and accounted for under the direction of the Township Manager and deposited in the general fund account.

It shall be unlawful for the owner of any motor vehicle to allow, or for any person to park, a disabled motor vehicle or permit a disabled motor vehicle to stand, whether attended or unattended, upon any public highway within the Township of Springfield for a period of more than 48 consecutive hours.
It shall be unlawful for the owner of any motor vehicle to allow or for any person to repair, fix or service a disabled motor vehicle upon any public highway within the Township of Springfield except in an emergency situation. For the purposes of this ordinance, a public highway shall include any Township street or state highway.
A disabled motor vehicle shall be one which is rendered inoperative or immobile by reason of mechanical difficulty, snow, water or other weather conditions or by reason of damage to said motor vehicle.
An emergency situation is one which is caused by accident, casualty or other unexpected circumstances which render a motor vehicle inoperative or immobile, provided that no such emergency situation shall be deemed to exist for a period of more than 12 consecutive hours after said accident, casualty or other unexpected circumstances; however, in the case of snow or other weather conditions, the Township shall have the right to remove a disabled vehicle immediately.
In any proceeding for a violation of the provisions of this ordinance; the registration plate, if any, displayed on such motor vehicle shall be prima facie evidence that the owner of the said motor vehicle was either operating said motor vehicle or was in operation and control of said motor vehicle at the time of said violation.
Any motor vehicle found upon public highways in the Township of Springfield in violation of any provision of this ordinance may be removed and impounded.
Upon the filing with the Township of proof of insurance indemnifying the Township of Springfield and the owner of any motor vehicle whose motor vehicle may be impounded or stored against the loss thereof, or injury or damage thereto while in the custody of such poundkeeper, designations of official pounds for the impounding and storage of any vehicle removed, towed, stored or impounded under this ordinance or any other ordinance of the Township will be made.
The amount of indemnity required under this ordinance to be provided by the poundkeeper shall be in the minimum amount of $2,500 for each vehicle removed, towed, stored or impounded.

The charges for the removal, towing and storage of motor vehicles in violation of this ordinance shall be as provided in Chapter 132, entitled "Towing."
Within 12 hours from the time of the removal of any motor vehicle, as provided under this ordinance, notice of the fact that such motor vehicle has been impounded shall be sent by the Township of Springfield Police Department to the owner of record of such motor vehicle, designating the place from which said motor vehicle was removed, the reason for its removal and impounding and the pound in which it has been impounded.
The payment of any charges imposed under this ordinance, unless such payments shall be made under protest, shall be final and conclusive and shall constitute a waiver of any right to recover this money so paid.
In the event that removal, towing, storage and impounding charges are paid under protest, the person so paying shall be entitled to a hearing before a Justice of the Peace, in which case said person shall be proceeded against and receive such notice as is provided by the Motor Vehicle Code of the Commonwealth of Pennsylvania. The period of time in which the information under the said Motor Vehicle Code need be filed shall be computed from the date of the removal or towing or the date of payment under protest, whichever is later.
A. 
It shall be the duty of the police officers of the Township, acting in accordance with the instructions issued by the Chief of Police, to report all violations of the provisions of said ordinance with full details thereof. Where the violation consists of the parking of a vehicle in violation of this ordinance, such police officer shall place on such vehicle a notice to the owner or operator thereof that such vehicle has been parked in violation of this ordinance and instructing such owner or operator to report at the police headquarters of the Township of Springfield in regard to such violation.
B. 
Where the owner or operator of any vehicle is in violation of § 138-18C hereof, a police officer or fire marshal and/or their deputies shall place on such vehicle a notice to the owner or operator thereof that such vehicle has been parked in violation of the provisions of this subsection and instructing such owner or operator to report to the police headquarters of the Township of Springfield in regard to such violation. Each owner or operator may, within 48 hours of the time when such notice was attached to such vehicle, pay at police headquarters, as a penalty for and in full satisfaction of such violation, the sum of $50. The failure of such owner or operator to make such payment at police headquarters within 48 hours shall be deemed guilty of a summary offense and shall, upon conviction, be sentenced to pay a fine of $50, together with costs of prosecution and, in default of payment thereof, shall be liable to imprisonment in the county jail for a period not exceeding 10 days.

C. 
Where the owner or operator of any vehicle is in violation of the provisions of this article (with the exception of § 138-18C, which is provided for in § 138-26B), the police officer shall place on such vehicle a notice to the owner or operator thereof that such vehicle has been parked in violation of the provisions of this ordinance and instructing such owner or operator to report to the police headquarters of the Township of Springfield in regard to such violation. Each such owner or operator may, within 48 hours of the time when such notice was attached to such vehicle, pay at the police headquarters as a penalty for and in full satisfaction of such violation the sum of $30. Any such owner or operator who fails to make such payment at police headquarters within 48 hours shall be deemed guilty of a summary offense and shall, upon conviction, be sentenced to pay a fine of not more than $30, together with costs of prosecution, and, in default of payment thereof, shall be liable to imprisonment in the county jail for a period not to exceed 10 days.
