Pursuant to § 16.2 of the City Charter, the City Council shall promulgate by resolution a youth activity policy and a schedule of fees[1] to be collected by the Department of Recreation and Parks for participation in activities and for the use of facilities that come under the jurisdiction of the Department and may, from time to time, amend any such schedule and policy so promulgated. Each such schedule and policy, which in effect shall be made a part of this Code by reference, shall be placed on file in the office of the City Clerk and shall there be available to the public for inspection and use during all regular business hours.

A. 
No part of any public park or other recreational facility owned by the City shall be used exclusively without a reservation from the Director of Recreation and Parks.
B. 
The Director of Recreation and Parks may, upon request, reserve in advance designated areas of public parks and recreational facilities for exclusive use; provided, however, that no such reservation shall be granted for:
(1) 
Any activity any part of which requires any license or permit issued by any other governmental agency of the Commonwealth or the United States.
(2) 
Any activity which includes the possession or use of alcoholic beverages.
C. 
Any activity, whether planned or in progress, which violates any condition stated herein shall be ineligible for a reservation, and any reservation granted to said activity automatically shall become void.
D. 
For the purposes of this section, the term "recreational facility" shall include the Community Building and Violet Bank Museum.
