This chapter is adopted pursuant to authority granted by the Wisconsin Statutes, including, without limitation, §§ 61.34, 61.35, 61.351, 61.354, 62.23(7), 66.0415, 66.0115, 87.30, 91.80, 145.01 to 145.26, and 703.27, Wis. Stats.
The purpose of this chapter is to regulate and control the development and use of buildings, structures and land (and the related development and use of water and air space) within the corporate limits of the Village of Pleasant Prairie, Wisconsin, and thereby to protect and promote the public health, safety, convenience, prosperity, morals, aesthetics and general welfare. More particularly, and without limitation, it is the purpose of this chapter to:
A. 
Establish zoning districts and otherwise regulate where and under what conditions and circumstances various uses of land, water, and air space may be conducted;
B. 
Regulate the size, height, bulk, location and use of buildings and structures;
C. 
Regulate lot coverage, setbacks, yards and other open spaces;
D. 
Prevent overcrowding and regulate the density and distribution of population;
E. 
Encourage the wise use, development, conservation and protection of the land, water, air space, wetland, woodland and wildlife resources within the Village and help achieve a balanced relationship between land use and development and the supporting and sustaining natural resource base;
F. 
Promote and provide for the orderly and prosperous development of the community;
G. 
Lessen congestion and promote the safety and efficiency of streets and highways;
H. 
Secure safety from fire, flooding, panic, pollution, and other dangers;
I. 
Provide for adequate sanitation and drainage;
J. 
Facilitate and promote the adequate provision of transportation, water, sewerage, schools, parks, playgrounds and other public facilities and services;
K. 
Stabilize and protect property values;
L. 
Provide for aesthetically pleasing surroundings;
M. 
Preserve shore cover and other desirable natural vegetation;
N. 
Assist in the implementation of the Village's Comprehensive Plan and the various plan components;
O. 
Prevent and control erosion and sedimentation;
P. 
Prevent and control water pollution and otherwise protect water resources;
Q. 
Maintain safe and healthful water conditions;

S. 
Prevent flood damage to persons and property and minimize the cost of flood relief and flood-control projects;
T. 
Provide for the preservation of sites of historic and aesthetic value;
U. 
Preserve burial sites;
V. 
Facilitate and promote the preservation of prime agriculture land;
W. 
Provide for the administration and enforcement of this chapter; and
X. 
Provide penalties for the violation of this chapter.
