This article is created pursuant to §§ 236.295, 236.45, 61.34, 61.50(2), and 66.1339, Wis. Stats.
The Village Board of Trustees shall have jurisdiction over rural street naming and building numbering of all streets in the Village.
The street naming and building numbering system established by this article shall be administered by the Community Development Department with the advice and counsel of the Village Board. The system herein established shall be erected, developed and maintained pursuant to the provisions of this article.
A uniform system of numbers for all public streets in unincorporated areas is established as follows:
A. 
All roads and streets running easterly and westerly shall be designated as streets, with the Kenosha/Lake County line road numbered as 128th Street; each succeeding street or road north of 128th Street shall be 127th Street, 126th Street, etc., with the designation "place" to be used wherever necessary and desirable. The streets and places shall be numbered north to the Pleasant Prairie - Kenosha line and shall be integrated with the City of Kenosha and Kenosha County numbering system.
B. 
All roads and streets running northerly and southerly shall be designated avenues, with First Avenue to be the first through street more or less just west of the shore of Lake Michigan and each succeeding street west of First Avenue to be designated as Second Avenue, Third Avenue, etc., with the designation "court" to be used wherever necessary and desirable. The avenues and courts shall be numbered west to the Village municipal boundary line and are to be integrated with the City of Kenosha and Kenosha County numbering system.
C. 
All roads and streets remaining, not running in a northerly, southerly, easterly or westerly direction but on a northwesterly, northeasterly, southwesterly, southeasterly direction, may be named by the Community Development Director, after consultation with and the approval of the Plan Commission, as other than streets and places and avenues and courts.
D. 
As new roads and streets are dedicated, the Community Development Department shall assign street numbers for roads and streets running easterly and westerly and for streets and roads running northerly and southerly.
E. 
The initial cost of erecting and developing street signs on newly dedicated roads and streets shall be borne by the developer, and the Village Board shall require a developer to post a surety bond or other approved means of security with the Village to cover the cost of procuring and erecting the appropriate street signs before granting approval to any plat.
F. 
Once the signs are erected, the maintenance of the signs will be the responsibility of the Village, and the actual maintenance of all new signs and any existing signs will be carried out by the Department of Public Works.

A. 
The Village Board has established the following policy to change an official street name and an official address of property within the Village.

B. 
Village policy for changing official street name or an official building address.
(1) 
The Village Board, a Village resident or a Village business may request a street name change for any official Village street, or to change or correct an official building address.
(2) 
The Village Board shall use its discretion and good judgment in considering any proposed name or address changes. The following criteria shall be considered when changing official street names or an official address:
(a) 
The proposed street name has some historical, archaeological, environmental or ethnic significance to a particular area or neighborhood of the Village.
(b) 
The proposed street name change would be utilized to honor a significant or outstanding person who has played an important role in Pleasant Prairie history.
(c) 
The proposed street name provides significance in identifying particular commercial or industrial centers.
(d) 
Other such name changes which would be mutually beneficial to the Village and its property owners in identifying a particular area or location for emergency purposes.
(e) 
The official address is out of sequence and may cause confusion for locating said address for emergency personnel and others trying to locate the property.
(3) 
In an effort to allow the post office's automatic sorting system to serve the postal needs of Village residents and businesses more effectively, the Village Board shall not allow for duplicate official street names and official addresses.
(4) 
It is the Village Board's policy that the numerical grid street addressing system established for Kenosha County holds the best means for identifying addresses for emergency purposes in the Village. The number of renamed streets should be held to a minimum.
C. 
Procedure to change an official street name or an official address.
(1) 
No Village street, roadway or highway shall have its official name changed or no building shall have its official address changed unless such requested change complies with the Village's policy identified above.
(2) 
The Village Board may initiate the changing of an official street name or official address in accordance with the procedures outlined below, with the exception of the requirement of a written petition of the affected property owners.
(3) 
Village residents or businesses requesting changes in official street names shall submit the request in the form of a written petition to the Community Development Director. Such petition shall be signed by at least 25% of those individuals or businesses affected by the potential street name change. A Village resident or business requesting a change to the official address shall submit the request in the form of a written petition to the Community Development Director.
(4) 
The written petition shall specifically include the following information:
(a) 
The names, addresses, and signatures of the lot owners and businesses in favor of the proposed street name change (and date of signing the petition).
(b) 
A detailed map identifying the street, roadway or highway portion to be affected by the proposed street name change.
(c) 
The specific reasons for the requested street name change or address change.
(d) 
An administrative processing fee as established by resolution of the Village Board.
(5) 
The Village shall verify the names and addresses and forward the petition information to the Village Board for consideration.
(6) 
The Village Board shall adopt a resolution to initiate the change and set the date for a public hearing, request a recommendation from the Plan Commission prior to the public hearing to consider the matter, and direct the Community Development Director to send notification via first class mail to all affected property owners and businesses.
(7) 
Notice of the aforementioned public hearing shall be published as a Class 1 notice pursuant to Ch. 985, Wis. Stats. (See exception in Chapter 1, Article III, entitled "Publication and Posting of Notices," of the Village Code.)
(8) 
The Village Plan Commission shall consider the request for official street name or address change and provide a recommendation at a meeting prior to the Village Board's public hearing to consider the matter.
(9) 
The Village Board shall hold the public hearing and make a final determination in the form of a resolution regarding the proposed change.
(10) 
The official street name or address change shall become effective as so stated in the resolution.
A. 
General requirements. Street name signs may be erected at the intersections of all public roads within the scope of this article showing the names of all roads in accordance with the Official Road Naming Map. All intersection signs shall be a four-way sign, unless a multiple intersection requires a larger sign.
B. 
Specifications. The type of lettering, composition, material, color, mounting posts, and accessories shall be determined by the Department of Public Works in accordance with the standards established pursuant to § 349.065, Wis. Stats. The Department of Public Works shall be responsible for procuring all materials necessary to assemble the complete road name signs or for arranging for a contractor to provide such service.
C. 
Procurement. The Department of Public Works shall be the exclusive purchaser for all signs erected pursuant to the terms of this article, and the County Division of Highways shall be the exclusive installer, subject to budget limitations and manpower. The Village may, at the discretion of the Village Administrator, contract with private vendors for the procurement and erection of signs. The fees established for the cost and erection of any signs by the Department of Public Works shall be set by the Village Administrator. The amount of the fee shall reflect the actual cost of procurement and installation and shall be subject to annual review.
D. 
Restrictions. No other signs except those specified above shall be erected or used under the road naming plan established by this article.
A. 
A uniform system of building numbering for all residences (year-round or seasonal), places of business, farms and public buildings in the Village is hereby established.
B. 
The numbering designation shall be as follows:
(1) 
On all streets and roads which run in a generally northerly and southerly direction, the numbers on the west side of such streets and roads shall end with an even number. The numbers on the east side of such streets and roads shall end with an odd number.
(2) 
On all streets and roads which run in a generally easterly and westerly direction, the numbers on the north side of such streets shall end with an even number. The numbers on the south side of such streets shall end with an odd number.
(3) 
The numbers on all roads or streets shall be multiples of the lowest numbered street and shall not exceed the next full number. For example: the building numbers between First Avenue and Second Avenue on 126th Street must be 100, 101, 102, 103, 104, etc., but may not be more than 199.
(4) 
The building address numbers shall be assigned by the Community Development Department and located on the street yard side of the building designated as the front entrance or door to the building.
A. 
General requirements. Building numbering signs shall consist of a plate of identical numbers, with the numbers being not less than three inches high, mounted so as to be horizontal to the street or road abutting. The signs shall be attached to a building when that building is within 100 feet of the road right-of-way. In all other instances, the signs shall be mounted on posts set at the right-of-way line of the road at a point not more than three feet to the right or left of the private driveway or walkway leading from the road to the building or property, or the numbering shall be included on the ground/monument sign advertising the business or entity. All addresses shall be readable from the road right-of-way. Ground/monument signs shall maintain setback requirements identified in Chapter 420, Zoning Ordinance, of this Code. The signs shall be far enough above the ground to be readily visible. As new buildings are constructed, the Village Community Development Director or his/her designee shall assign numbers upon the issuance of a building permit.

B. 
Restrictions. No other signs except those specified above shall be erected or used under the building numbering plan established by this article.
No person shall willfully disturb, remove, deface or damage any sign erected or maintained under the provisions of this article.
A. 
Any person violating this article shall forfeit not more than $250 or, in default of payment, be confined to the county jail for not more than six months or until such forfeiture is paid, in addition to penalties imposed by statutes.

B. 
Any person who accidentally causes any of the damage described in § 305-66 shall immediately report the same to the County Sheriff's office or the County Division of Highways.
C. 
Willful failure to so report such damage shall be a violation of this article, and such person shall be subject to a forfeiture of not more than $100 or, in default of payment, be confined to the county jail for not more than 30 days or until such forfeiture is paid.
