This chapter shall take effect upon filing with
the Secretary of State and posting as required by law.
Should any section of this chapter be decided
by the courts to be unconstitutional or invalid in whole or in part,
such decision shall not affect the validity of this chapter as a whole
or any part thereof other than that so decided to be unconstitutional
or invalid.
