All boards and commissions directly advisory to the County Council and whose members are appointed by the County Council shall be constituted in the following manner.

The membership of all boards and commissions appointed by the County Council shall be constituted as follows:
A. 
The membership of each board or commission shall consist of any number of members as determined by the County Council.
B. 
The members of all Council boards and commissions shall be appointed by the County Council. Each Council member may nominate one (1) member to serve on the board or commission unless the act creating a board or commission determines otherwise.
The members of all boards and commissions appointed by the County Council shall select officers in the following manner: The membership shall annually select from its own membership a Chairperson, a Vice Chairperson and a Secretary.
The terms of all County Council boards and commissions shall be coterminous with that of the Council who appoints them unless the term is specified to be shortened in enabling legislation. Each board and commission shall remain operative until a succeeding Council appoints new members.
In the event that a vacancy occurs on a board or commission, the Council member who appointed the person to serve on the board or commission may appoint another member to fill the remaining term.
All Council-appointed boards and commissions may file an annual report to the County Council. This report may include a summary of activities performed by the board during the preceding year and goals for the upcoming year.
