[Adopted by Bill No. 82-11[1]]
The Harford County Police Commission is hereby
created as an advisory commission. The members of the Commission shall
be the Sheriff of Harford County, who shall be Chairman of the Commission;
the Chiefs of Police of the City of Havre de Grace and the Towns of
Aberdeen and Bel Air, respectively; and the commanding officer of
the Bel Air Barracks or his designee.
The Commission shall formulate recommendations
to the County, state and municipalities regarding:
A.
Improvements for law enforcement and police protection
in Harford County.
B.
Measures to ensure greater cooperation, coordination
and division of responsibility between the state, town, city and County
law enforcement officers.
C.
The maintenance of an adequate and unified police
radio system in Harford County.
D.
Long-range goals and police manpower needs based upon
the Northwestern University Technical Institute Formula or other appropriate
data.
E.
Uniform standards of performance and standardized
operating procedures.
F.
The collective purchase of equipment and contract
services.
G.
In-service training programs as required by the Maryland
Police Training Commission and as recommended by the chief law enforcement
officer of Harford County.
H.
Training programs for senior/midlevel personnel.
I.
Guidelines for increased professionalism.
J.
Maintenance of current mutual-aid agreements.
K.
Updating, planning and coordination of law enforcement
policy changes.
L.
Review for comments the recommendations of the Police
Needs Advisory Board.
M.
Such other materials as the Commission deems appropriate.
The Commission shall periodically forward reports
outlining its recommendations to the County, state and municipalities.
The Commission shall meet at a time and place
to be designated by the Sheriff of Harford County or when requested
by any member of the Commission.
