A.
The Housing and Human Development Commission (hereinafter
called "Commission") of the County shall consist of fifteen (15) members.
Of the members, thirteen (13) shall be appointed by the County Executive,
subject to confirmation by the County Council, and two (2) shall be
appointed by the Council.
B.
The members shall be appointed for terms of three
(3) years from the date of appointment. Appointees shall be eligible
for reappointment. Vacancies shall be filled for unexpired terms.
C.
Members shall be appointed based on their interest
and experience in housing, real estate, finance, business, banking,
building, and development. At least six (6) members shall have interest
or experience in human resources, and Commission membership shall
be representative of the County's population with respect to race,
gender, geography, and political affiliation, whenever possible.
The County Executive shall annually designate
one (1) of the members of the Commission as Chair and one (1) member
as Vice-Chair.
The Commission shall hold such meetings as may
be necessary for the proper conduct of its business, but not less
than once a month.
The members of the Commission shall serve without
compensation, but may be reimbursed for actual expenses incurred in
attendance at meetings provided that funds are available in the budget.
A.
The duties-of the Commission shall be:
(1)
To evaluate and study the housing needs of the County.
(2)
To prepare a housing strategy plan.
(3)
To examine all possible innovative financial and technical
resources for the development of affordable rental housing.
(4)
To identify all available resources for the production
of affordable housing, which programs are presently being used, and
determine practical approaches to produce affordable housing.
(5)
To advise the County Executive, the County Council
and the Housing Agency on all matters pertaining to the housing situation
in the County.
(6)
To meet and disseminate information on the housing
situation in the County to interested citizens.
(7)
To prepare an annual report to the County Executive,
Council, and Housing Agency.
B.
The County Executive or the County Council may provide
for reference to the Commission, for review and recommendations, any
additional matter related to the Commission's functions and duties.
