There shall be a Towing Appeals Board which shall consist of the following five members:
A. 
A representative of the Department of Inspections, Licenses, and Permits;
B. 
A representative of the Sheriff's Office;
C. 
Two representatives of licensed towing companies; and
D. 
A citizen at large, preferably with a background in towing, transportation, or other related field.
All appointments to the Towing Appeals Board shall be made by the County Executive, subject to confirmation by the County Council in accordance with the Charter of Harford County, Maryland. The members of the Towing Appeals Board shall serve terms coterminous with the term of the County Executive.
A. 
The Towing Appeals Board shall set the maximum rates which may be charged by licensed towing companies for the removal of disabled vehicles at the request of a law enforcement agency.
B. 
The Towing Appeals Board shall hear any appeal from any decision of the Director of the Department of Inspections, Licenses, and Permits regarding the issuance, suspension, or revocation of a towing company license.
C. 
By January 31 of each year, the Towing Appeals Board shall submit to the County Executive and the County Council a report evaluating:
(1) 
The regulations and procedures established under Chapter 237 of this Code; and
(2) 
Whether the law enforcement agencies involved have properly utilized the rotation list of licensed towing companies under Chapters 237 of this Code.
