There is hereby created the Office of Human Relations pursuant to Section 413 of the Charter of Harford County, Maryland, which shall be in the Executive Branch of the County government, subject to the direction, supervision and control of the County Executive. The Office shall be administered by a Human Relations Coordinator.
A. 
The Office of Human Relations is created to foster, encourage and guarantee equal treatment for all persons regardless of race, creed, color, sex, national origin, age, occupation, marital status, political opinion, personal appearance or mental/physical disability.
B. 
The Office shall direct its efforts, time and resources toward eliminating discriminatory practices within the County in the areas of housing, employment, education, public accommodations, administration of justice and other areas where unlawful discriminatory practices may exist.
The powers, duties and functions of the Office are as follows:
A. 
To investigate any complaints arising out of a violation of Chapter 95 of the Harford County Code, as amended.
B. 
To plan, coordinate, develop and direct the activities of the Human Relations Commission.
C. 
To act as liaison between the County government and the local community on controversial human relations problems.
D. 
To take oral and written complaints about alleged discrimination cases and investigate.
E. 
To report controversial human relation matters to the Human Relations Commission and prepare recommendations for presentation to the County Executive and the County Council.
F. 
To speak before business, community and civic groups concerning the activities, goals and programs of the Commission.
G. 
To prepare an annual budget for approval by the Commission.
H. 
To prepare federal, state and County reports as required by law.
I. 
To supervise office personnel.
J. 
To perform other necessary duties as required.
