A.
There shall be a Risk Management Division, which shall
be administered by a Risk Manager. The Division shall be in the Executive
Branch, subject to the direction and supervision of the County Attorney.
B.
The Division shall have as its purpose the identification
and analysis of loss exposure, examination, selection and implementation
of risk management techniques and the monitoring of the results of
those techniques.
The Manager shall:
A.
Be responsible for the daily business operation of
the Division and supervision of the staff.
B.
Identify areas of exposure and suggest measures which
will reduce those exposures.
C.
Administer Harford County's property, workers' compensation,
automobile and general liability claims.
D.
Maintain accurate, current records of accidents and
claims as required for effective risk management and conformance with
governmental regulations.
E.
Cooperate with the Treasurer in determining appropriate
funding for budgeting for claims and expenses related to the County's
self-insurance fund, including any premiums for insurance purchased.
F.
Cooperate with representatives of contracted services
and the County Law Department in coordinating claims handling and
minimizing unnecessary delays.
G.
Make recommendations to other County departments concerning
the elimination or avoidance of risks.
H.
Perform other risk management duties as directed by
the County Attorney.
The staff of the Division shall include a Manager and such other
personnel as may be necessary to implement the duties and responsibilities
of the Division.
The Manager shall prepare and submit to the
County Attorney and the County Executive a budget to include the recommended
appropriations for its operation.
